DEPARTMENT HEAD'S APPROVAL: Sandy Breuer, Director of Pltrl s and Recreation CITY MANAGER'S APPROVAL: No comments to suonlement this Recommendation: To waive the reading a4d adopt the resolution authorizing the approval to accept the Minnesota Department of Natural Resources (MN DNR) "Local Trail Connections" Grant. Legislative History: City Council approved the application process through the MN DNR on February 14, 2006 & February 13, 2007 which we did not receive. City Council approved the application process again on January 22, 2008 for the third solicitation, which in turn we received. •Financial Impact: The Local Trail Connection Program Grant is a 50/50 "cash match" reimbursement grant. This means the grantee (New Brighton) must complete the project and fully pay for it, produce documentation that shows actual expenditures and then New Brighton will receive half of what was spent up to $100,000. All costs submitted for reimbursement are subject to eligibility requirements. Any costs incurred prior to a project's authorization are not eligible for reimbursement. The grant is for $100,000, the submitted project will cost approximately $260,000. This submitted amount did not include $100,000 for 3 pieces of art work and will not be included for purposes of this grant. Explanation: As part of the Northwest Quadrant planning process, staff and the development team have been working to safely integrate the new neighborhood with the community. A primary method for accomplishing this is through the development of a comprehensive trail and sidewalk system that will allow residents, visitors, and the business community to freely access Long Lake Regional Park and the adjoining parts of the community. The Northwest Quadrant and Long Lake Regional Park are bisected by a private rail line. The purpose of this project is to provide safe access to the park by improving the connection on the west side of Old Hwy 8, at the southern end of the development (under the existing railroad bridge). Previously, the City Council has adopted the Northwest Quadrant Framework Plan, the is Northwest Quadrant Design Guidelines and the Parks, Recreation and Trails Strategic Plan which all support the importance of trail connections. and Ra WionV. mvd to ucW rhe DNR local Tml Corm==s Gent.
