Zisla stated <br />the ordinance should be changed to require land owner consent. <br />Zisla asked if staff has received Council direction regarding this matter. Gundlach <br />replied that no formal direction was given at the work session. Howard stated that <br />several cities have site ordinances that direct where cell towers can be placed within their <br />city limits, without a similar ordinance it is difficult to make a decision. Council Member <br />Phillips addressed the Commission and stated that he would like to see a recommendation <br />for an ordinance change that would not allow an applicant to apply for a special use <br />permit without having control of the property. Secondly, he does not support having cell <br />towers on public parks. <br />Paul Harrington, T -Mobile, stated that they are willing to make the tower co -locatable; <br />however it does make it more difficult to stealth the tower. He added that he did have a <br />discussion with the Public Works and Park and Recreation Departments who agreed to <br />the application before it was applied for. Ile stated that he understood from the work <br />session that Council would not support the first proposed location, but would consider a <br />different location, which is why it is back before the Commission. Baker asked how tall <br />the tower would need to be for it to be co -locatable. Harrington replied that the tower <br />would need to be above the trees and could go as high as ninety-five feet. Zisla asked if <br />he has reviewed any other locations to place the tower. )-Harrington replied that there are <br />no other locations that would meet this tower's need. Howard asked if the applicant <br />knew how large the coverage gap area is. Harrington stated there is a coverage gap about <br />one-half to three quarters of a mile wide. Zisla asked if the applicant had approached <br />Park and Recreation Commission regarding the new location. Harrington replied that he <br />has not had the opportunity to approach them about the new location as of yet. Zisla <br />replied that there is a chance that the Park and Recreation Commission could deny the <br />new location, since they have not reviewed it. Gundlach replied that the Park and <br />Recreation Director has been part of this entire process and had decided not to bring it <br />forward to that commission. Sandy Breuer, Park and Recreation Director, stated that she <br />believes the Park and Recreation Commission would support the new location, since it is <br />in a less active area of the park. <br />Mike Hogan, 2660 15`x' Street NW, stated that he opposes the tower. <br />Gene Bujalski, 2901 16'" Street NW, he opposes the tower. <br />Jeff King, 1517 2$'1' Ave, opposes the tower. <br />Joanne Morris, 1405 29t" Ave, opposes the tower. <br />Lars Bergamanius, 1527 Stinson Blvd, opposes the tower. <br />Karen Fleming, 1700 29"' Ave NW, opposes the tower. <br />0 Pam Luinenberg, 1545 Stinson Blvd, opposes the tower. <br />
