0 <br />Approved <br />PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Regular Meeting — July 15, 2008 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Bruce Howard, Jim O'Brien, Tom O'Keefe, <br />Norm Schiferl, and Paul Zisla. <br />Absent: Steve Danger <br />Also Present: David Phillips, Council Member, Sharon Doffing, Council Member, <br />Sandy Breuer, Director of Parks and Recreation, and Janice Gundlach, <br />City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for June 17, 2008 were approved. <br />Council Action: Council Member Phillips reported that the Council recently held a joint <br />meeting with the Northwest (quadrant Task Force. "There are several projects that should <br />be coming before the Commission in the near future, including the Sheraton Hotel <br />proposal for Block A. The developers for the west side residential proposals have stated <br />that they would not be able to start construction this year and added that more financial <br />inl:ormation must be gathered first. <br />Public Hearing: SP2008-003 Special Use Permit to Allow an 80' Low Profile <br />Monopole within Hidden Oaks Park at 1560 26`x' Avenue NW <br />The applicant is requesting consideration of a Special Use Permit to permit construction <br />of an 80' low -profile monopole cellular tower within 1-1idden Oaks Park. This request <br />has been before the Commission in March and May of this year. Since those meetings, <br />the applicant has participated in a City Council work session regarding this request and <br />also a discussion concerning whether or not a policy should be put in place regulating cell <br />towers on city -owned land. The issue is particularly sensitive with regard to city park <br />land. In an effort to respond to Council concerns, the applicant has proposed a revised <br />site plan that relocates the 80' tower to the other side of 29`x' Avenue NW, just to the <br />north of the existing parking lot. The intent with the revised site plan is to place the <br />tower in a lesser -used location within the park and farther away from playground <br />equipment. <br />O'Brien inquired if the applicant has indicated what the stealth design would look like. <br />Gundlach replied a canister would be added to the top of the tower to make it appear as <br />one, solid pole. Schiferl asked if the applicant has control of the property and if the sixty <br />day time line is valid. Gundlach replied that there is not a lease agreement in place with <br />the City, and the sixty day time line is valid, although it has been extended several times. <br />49Schiferl inquired how the applicant is able to apply for a. Special Use Permit, since they <br />do not have control over the property. Gundlach replied that the code does not require <br />
