Northwest Quadrant Financial Task Force Recommendation for a Market Study <br />0 Report No. 08-242. <br />City Manger Lotter introduced Brad Martinson; Chairperson of the Northwest Quadrant Financial Task <br />Force. Chair Martinson reported the task force has been gathering information, and has determined that <br />a market study would be beneficial as they prepare to move forward. Councilmember Burg questioned <br />if the proposed amount of $20,000 would be sufficient. Mr. Martinson replied that city staff has advised <br />that figure, based on the extent of the study needed. <br />Motion by Councilmember Burg, seconded by Councffimember Bauman to approve the <br />recommendation of the Northwest Quadrant Financial Task Force requesting council to hire an <br />independent consulting firm to perform a market analysis of the current development plan for <br />the Northwest Quadrant. <br />4 Ayes - 0 Nays, Motion Carried <br />IA. Approval of Lake Jones Apartments provisional license, Report No. 08-238. <br />• Tony Paetzmek explained that upon reviewing the calls for service for the 22 unit building it was <br />detern fined that the pennissible threshold was exceeded. A mitigation plan was submitted, and a fee <br />was paid. Mr. David Campbell was available for any questions from the council. Councilmember <br />Bauman asked if this was the first occurrence. Officer Paetznick stated that back in 2001-2002, Lake <br />Jones was subject to a provisional' license; under different ownership. It was reported that Mr. Campbell <br />has been proactive in addressing the residents that contributed to the excessiveness is calls. <br />Motion by Councihnember Phillips, seconded by Councilmember Bauman to approve the <br />mitigation plan and provisional multiple dwelling license for the property Lake Jones Properties <br />located at 219-221 Old Highway g SW. <br />4 Ayes - 0 Nays, Motion Carried <br />2. Approval of Silver Lake Flats provisional license. Report No. 08-239. <br />Tony Paetzmck reported that Silver Lake Flats has been operating under a provisional license for the <br />past three cycles. Community Development and Public Safety staff met with the property owner, Mr. <br />Anthony Beasley to review the updated mitigation plan, and found it to be acceptable. The required <br />fees have been paid.
