Councilmember Burg reported that she visited the area on National Night <br />Out, and suggested a Neighborhood Watch Group be formed. <br />Motion by Councilmember Burg, seconded by Councilmember Bauman to approve the <br />mitigation plan and provisional multiple dwelling license for the property Silver Lake Flats <br />located at 2090-2160 West County Road E. <br />4 Ayes - 0 Nays, Motion Carried <br />3. Steven Amdorfer on behalf of St John the Baptist Church & School requests approval <br />of a Special Use Permit amending the existing General Development Plan to allow for <br />construction of a playground at 83 5 2nd Avenue NW. Report No. 08.240. Resolution <br />No. 08-075. <br />City Planner Janice Gundlach reported a Special Use Permit is requested to amend the general <br />development plan. An overview of the proposed 7,000 square foot playground area was displayed. <br />Staff has some concern related to the buffer area; as it is in close proximity to 2nd Ave. The applicant <br />has proposed a hedge, the planning commission and staffagree a fence would be more appropriate for <br />safety reasons. A Public Hearing was held August 19th, there was no public testimony. <br />Mayor Larson spoke in favor of a fence for safety Masons. Councilmember Bugg shared her concern <br />with the vulnerability of shrubs. Mr. Steve Amdorfer reported that traffic is very light along 2nd Ave, <br />and the neighbors directly across the street prefer the appearance of a hedge, instead of a fence. <br />Councilmember Bauman reported she has no concern with the hedge, but expressed concern with the <br />liability. Mr. Amdorfer assumed that would fall under the Church and School's policy. <br />Councilmernber Phillips reported the planning commission, along with the City Forester expressed <br />concern with the slow rate of growth of a hedge. Mr. Amdorfer understood that while it could take 5 <br />years for a hedge to become impenetrable, there would still be an adequate barrier. <br />Councilmember Bauman stated it is not her opinion that the council should determine the buffer <br />material. <br />Motion by Councilmember Pbillips, seconded by Councilmember Burg to Adopt the <br />attached Resolution recommending approval, subject to the following condition: <br />1. The plan be generally in conformance with the August 21, 2008 landscape plan as submitted. <br />0 4 Ayes - 0 Nays, Motion Carried <br />3,: Steven Arndorfer <br />on behalf of St. John <br />the.
