Scope <br />The City of New Brighton retains outside professional services in the areas of: <br />• Legal (Prosecution, Civil, Economic Development, and Bond Counsel); <br />• Fiscal Advisors/Economic Development; <br />• Audit Services; <br />• Planning and Landscape Design; <br />• Engineering, Architectural, and Environmental. <br />Agreements for the above services have been through contracts with for specific projects or services, <br />or for a given period of time. For legal services, written agreements may be renewed annually. <br />• Section 2. Purpose <br />The City of New Brighton has deemed it desirable to create a standard method of selecting and <br />retaining consulting services. The intent of this document is to create one uniform policy that <br />provides City-wide consistency in the procedure, selection, and retaining of professional <br />services. A uniform policy helps to ensure public confidence by: <br />• Routinely reviewing existing professional services that are being provided to the City; <br />• Allows the opportunity for the City to consider fresh perspectives or new approaches that may <br />be available in the various professional service fields; <br />• Ensures that the City is taking a regular and consistent fiscal review of existing professional <br />services. <br />Section 3. Professional Service Policy <br />It is the policy of the City to employ a consistent practice for selecting and retaining <br />professional services. Contracts for professional services shall be for three (3) years, and <br />include a review process within the third year. Consulting firms shall be engaged for a period <br />of no more than two (2) consecutive three (3) year periods. After six (6) years, all affected <br />companies shall not be allowed to renew a consulting service agreement with the City for a <br />period of three (3) years. If deemed in the City's best interest by the City Council, the City <br />Manager may continue an existing professional service agreement for longer than six (6) <br />.years. If the need arises, the City Manager may solicit and select firms for special projects of <br />services. Contracts will be reviewed on a case by case basis. <br />The selection of all professional service firms shall be approved by the City Manager or City <br />Council depending on the monetary value of the service being provided. <br />
