• Metropolitan Council: informal comments were solicited and received on the <br />housing affordability section of the housing chapter. <br />• 5/27 CC Meeting: Council requested that the second two sentences be deleted <br />under the paragraph titled "Housing Maintenance Code/Code Enforcement" <br />within the housing chapter. <br />• Council member Doffing's suggested revisions distributed at the 5/13 <br />worksession <br />Adjacent Communities & Affected School District Comments <br />Included in the six month review period is disbursement of the plan to adjacent <br />communities, affected school districts, affected counties and watershed districts. <br />The Metropolitan Council requires evidence that these jurisdictions have been <br />notified of the draft's availability. Staff distributed a letter with a return comment form <br />attached. To date, the following jurisdictions returned those forms: <br />• Roseville: no comments <br />• St. Anthony: no comments <br />• Columbia Heights: no comments <br />The City's of Fridley, Arden Hills, and Mounds View have yet to return the comment <br />form. Notice of the draft's availability was also posted at the April Town Hall <br />meeting, in City newsletters, and on the City's website. To date, staff has distributed <br />3 CD's containing the entire plan and appendices. No comments have resulted. <br />. Next Steps <br />The City is required to submit a draft of the 2008 Update by December 31, 2008. <br />The six month review period ends on November 291h, which means the December 9th <br />Council meeting is the one and only opportunity to adopt a Resolution authorizing <br />submission of the draft to the Metropolitan Council. Thus, staff would like to <br />continue to work through any comments the Council may have between now and <br />that time to ensure the required deadline will be met. <br />If the Council is concerned with the timeline outlined above, the Metropolitan Council <br />has indicated extensions may be granted to May 29, 2009. However, this extension <br />may only be granted if the request is received no later than November 1, 2008. <br />Included in the written request for an extension must be a formal resolution adopted <br />by the Council outlining a reasonably timetable for completion of the draft update <br />(including the six month review period). If the Council wishes to request an <br />extension, staff will be prepared with a Resolution for Council consideration on <br />October 28th <br />Worksession Focus <br />Staff will be prepared to discuss the contents of this memo at the worksession and <br />welcomes comments the Council would like to incorporate into the final draft. Since <br />the Council has primarily shown interest in the Vision Plan Goals, Existing Land Use, <br />and Housing sections of the plan those sections have been attached to this memo. <br />These sections are in "track change" format allowing easy identification of edits (all <br />edits — not just since commencement of the 6 months review period). Any other <br />section of the plan can be provided in the track change format, if requested. Staff <br />would also suggest the Council bring the bound draft, distributed in April of this year, <br />to aid in the discussion. <br />
