WORKSESSION MATERIALS
W A
NBRUJIM
Abr city that works few yrlr
Memo
Date: October 23, 2008
To: Manager Lotter
Mayor Larson
Members of the Council
From: Janice Gundlach, City Planner
Grant Fernelius, Community Development Director Gf—'
Subject: 2008 Update to the Comprehensive Plan
Background
In May of 2007 the City Council directed staff to undertake a technical update to the
Comprehensive Plan. The purpose of the technical update was to meet the
requirements established by the Metropolitan Council's 2030 Regional Blueprint, as
well as an opportunity to update maps, tables, and text to reflect progress made over
the last 10 years. Wile the Council discussed the goals and vision statement
(especially with regard to redevelopment), staff did not receive clear direction on
revision these principles. If there is interest in doing so, we would recommend a
visioning process that includes public participation. Since such a process would take
time, staff would suggest adopting the current plan and re -visit this issue at a later
date.
Last 6 Months
Beginning in April of this year the Council received a draft copy of the 2008 Update
to the Comprehensive Plan. On May 13th the Council discussed the draft at a
worksession. The primary concern expressed at the worksession was the tone of
the current plan and suggested revisions that would change the tone of land use
approach, but maintained the goals and visions. Staff made those changes and then
on May 27, 2008, the Council discussed the proposed 2008 draft and authorized
staff to distribute the draft and commence the mandatory six month review period.
This six month review period is scheduled to end of November 29, 2008.
Edits/Revisions
Since the Council received the original draft in April, the following changes have
been completed:
• Ramsey County Community & Economic Development: provided information of
low interest loan and grant monies available through the City's cooperation
agreement with the Ramsey County HRA. These comments were more
informational and impacted the implementation section of the housing chapter.
• Ramsey County Parks & Recreation: provided clarification of regional park
amenities existing in New Brighton.
