While there is some disagreement about how to interpret the levy, <br />when considering the total levy for 2008 and comparing it to the total levy <br />proposed for 2009, the increase is 2.03%. <br />Council Salaries: Council has expressed interest in reviewing their salaries and <br />how the current New Brighton salaries compare to other cities. That information <br />is attached for your discussion and consideration. It should be noted that any <br />change in salary should be adopted by ordinance and would not take affect until <br />after the next city election. <br />Council Insurance: Council inquired about whether they could enroll in the <br />City's health insurance plan. The City Attorney has determined that health <br />insurance is not included in the statutory definition of salary and therefore would <br />allow the City Council to participate without having to adopt an ordinance or wait <br />until after the next election. Council would need to determine if they want to make <br />health insurance benefits available to themselves starting January 1, 2009. The <br />annual costs if Council selected the $0 co -pay plan or $20 co -pay plan for single <br />or family coverage are delineated in the table below.
