MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting -- October 7, 2008 <br />7:00 a.m. <br />Members/L.iaisons Present: Mary Burg, Dennis Flahave, Linda Harmon, Cynthia Lesher, Mark Nelson, and <br />Jim Sculthorp. <br />Members/Liaisons Absent: Bob Benke and Tim Roche. <br />Others Present: Jim Witkowski. <br />Staff Present: Dean Lotter, City Manager; Grant Fernelius, Community Development Director; David Black, <br />Assistant Community Development Director; and Jennifer I,avandowska, Office Support. <br />Call to Order <br />Nelson called the meeting to order at 7:00 a.m. <br />Approval of Minutes <br />The minutes of the September 2, 2008 meeting were presented for approval. All approved. <br />eport from Council Liaison <br />'clson inquired if the Council has made a decision regarding the opening that currently is on the commission. <br />Burg replied that the Council has not made a decision regarding filling the commission scat and has been <br />concentrating on the budget. <br />Northwest Quadrant Report <br />West Side <br />Black reported that the Northwest Quadrant Task Force has reviewed several market study proposals. Fernelius <br />added that the study would review residential and office markets. The proposed costs range from S 14,000 to <br />$38,000. At the previous evening's meeting, the task force recommended Colliers International to the Council. <br />Members believe the fin -n would provide a fresh perspective on the development and were very interested in <br />their international experience. The recommendation would go before the Council on October 14`x', with the <br />study to be completed in sixty days. Lesher asked what Colliers International's bid was for the study. Fcmclius <br />replied that a base study would be done for $26,000, with no optional reports. The Council may decide to add <br />the review of senior housing, since a current proposal currently contains it. <br />Black announced that APi moved into its headquarters in mid-September. Staff has continued to discuss the <br />9,000 -square -foot office second building that is to be constructed on site. APi has requested additional time in <br />constructing the building, since the planned tenants fell through. In response, staff has requested compensation <br />for the lost tax revenue for the site. <br />Fast Side <br />lack reported that the Council decided to move forward with the dump closure, even though the Metropolitan <br />Council has delayed the execution of its grant agreement until the market study is completed. Harmon asked <br />whether the dump closure could be funded without the grant from the Metropolitan Council. Black replied that <br />Page 1 of 2 <br />
