Schiferl asked if the rear set back should also be reviewed. Gundlach replied that <br />building set back could be reviewed in the overlay; the current set back is to be sensitive <br />to the residential' district that they are next to. MOTION APPROVED. <br />New Business: <br />C'oinmissioner O'Brien rejoined the: Commission. <br />Public Hearing: SP2008-019 Special Use Permit to Allow Construction of a Ground <br />Sign with Electronic/Dynamic Capabilities for Salem Covenant Church at 2655 5tt' <br />ST NW <br />The applicant is requesting a Special Use Permit to allow construction of a ground sign <br />with electronic/dynamic capabilities for Salem Covenant Church, located at 2655 5t" <br />Street NW. The applicant has been working with staff for several months on preparation <br />of the Special Use Pen -nit, The proposal includes removal of the existing ground sign and <br />existing non-pennitted temporary signs. The arca encompassing the existing sign will be <br />restored with grass and the area surrounding the proposed sign will be landscaped. The <br />intention with the new sign is to gain greater visibility from Silver Lake Road. <br />Howard asked for a clarification on the ordinance, since the Planning Commission <br />approved a change of the sign of once every minute and this proposal is once every eight <br />seconds. Phillips replied that the Council changed the ordinance to once every eight <br />seconds. Gundlach added the Pubic Safety Department has reviewed the sign and is in <br />favor of the sign. Schiferl asked where the other dynamic signs are in the City and how <br />they are different to what is proposed. Gundlach replied that the other dynamic signs <br />were erected before the new sign ordinance. Atonement Lutheran Church and Christ the <br />King both have dynamic signs and the Christ the King sign is more similar to the <br />proposed sign. <br />Larry Holmberg, Salem Covenant Church Sign Committee, stated that. this board would <br />not flash, but the words will change. The Church does several community programs also, <br />and would like to advertise them and it will replace the temporary signs, The proposal <br />shows the sign two feet off the ground and would like to raise the sign to four feet, with <br />top of the sign would reach to eight feet. <br />
