Public Safety/ Homeland Security Update: <br />Director Jacobson provides a monthly report on the activities of both the Police and Fire. These reports <br />include Incident Response Information, Use of Force, Traffic Safety and Criminal Investigations along <br />with other information pertinent to function of the Department. <br />Some examples of issues that have come before the Commission this past year reflect the workings and <br />responsibilities of the Commission. <br />During our January 30'112008 meeting Sgt. John Kaiser presented a review of the 2007 Use of Force <br />Incidents where all incidents that involved "hands on" use of force and more were reviewed. Sgt Kaiser <br />provided brief synopses for each of 115 incidences where Use of Force was required. Sgt Kaiser also <br />provided a brief review of the Use of Force continuum which all officers are trained under ranging from <br />calm verbal conunands to the necessity of lethal force. <br />During our April 301h 2008 meeting we held a Public Hearing/Presentation on the proposed Installation of <br />Bike Lane on Long Lake Road. Mr. Brad Martens, Recreational Supervisor at the Family Service Center, <br />reported a Trails Committee was formed in February 2007 with the goal to increase the quality and <br />number of trails available to New Brighton residents. Since Long Lake Road is due was due for street <br />reconstruction in June from I-694 to 19th Street NW, that would be a good opportunity to install a bike <br />lane on Long Lake Road from I-694 to County Road H. <br />Mr. Martens stated benefits to the bike lane include: a great addition to the trails system with low cost to <br />the City, decrease sidewalk riding, offer formal buffer between bikes and cars, and that the portion of the <br />road is already being used as a bike lane which should afford better safety for both vehicle awareness of <br />bikers and the bikers safety. Mr. Grant Wyffels, Director of Public Works, had reviewed and approved the <br />plan. <br />The Public Safety Commission made a formal recommendation to the City Council to approve the <br />signage and stripping of the bike lane which Council approved and the project was completed when the <br />reconstruction of Long Lake Road was completed. <br />Our Irondale Student representative Serapine Ngang was welcomed during our September meeting. <br />Serapine is originally from Cameroon and had been in the United States for 21/2 years as she joined us. It <br />is the Commission understanding that is the first student representative for any City Commission. <br />During our October meeting Ms. Colleen Wambach, Irondale High School Principal, gave a presentation <br />regarding Irondale High School. She discussed the school's diversity and how they are working with the <br />minority groups of everything from learning to foods offered in the Cafeteria. Principal Wambach <br />indicated Irondale High School is a safe place for its students. The high school has a School Resource <br />Officer (Officer Burt Emerson) and a healthy relationship with the police department. Principal Wambach <br />provided information on the student mentor program where 11th and 12th graders work with the incoming <br />9th graders; this program has been very successful. The program had over 200 student mentors last year. <br />During our regular agenda for the Commissions December meeting held on December 3, 2008, the <br />Commission was presented an overview on DUI enforcement by Sgt Terry Moore and Officer Trevor <br />Hamdorf. The program included an overview of national DUI arrests and our local DUI enforcement. The <br />officers provided information based on their experience and related information on the penalties DUI <br />arrestees face based on the severity if their arrest and prior records. <br />0 <br />
