• <br />Report Number <br />Agenda Section <br />bct <br />�M Council Meeting Date <br />the city that works for you <br />REQUEST FOR COUNCIL CONSIDERATION <br />09-019 <br />VI -16 <br />January 13, 2009 <br />ITEM DESCRIPTION: CONSIDERATION OF PROFESSIONAL ENGINEERING SERVICES <br />FOR CITY PROJECT 09-3, LIFT STATION 47 AND CLEVELAND AVENUE FORCEMAIN <br />IMPROVEMENTS. <br />DEPARTMENT HEAD'S APPROVAL: C- PAW <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />Comments attached <br />Recommendation: To authorize the staff to enter into a contract with Bolton & Menk, Inc. for engineering <br />services in the amount of $28,958 for design of City Project 09-3, Lift Station #7 and Cleveland Avenue <br />Forcemain Improvements. <br />Legislative History: Lift Station #7 was built in 1961 and renovated in 1985. The cast-iron forcemain was <br />constructed in 1961. <br />Financial Impact: Engineering proposals were sent to Bolton & Menk, Inc. and Bonestroo for preliminary <br />engineering services to prepare a feasibility report for City Project 09-3, Lift Station #7 and Cleveland Avenue <br />Forcemain Improvements. Bolton & Menk's proposal was significantly less expensive than Bonestroo ($1,900 <br />vs. $7,500). Bolton & Menk was selected for this report and is recommended for selection for final engineering <br />services. This project including engineering and contingencies is estimated to cost $300,000. As this project is <br />designed, a more refined cost estimate will be provided to the Council. <br />Explanation: The lift station and forcemain are approaching the end of their respective service lives. The <br />existing lift station is showing signs of severe deterioration and corrosion and requires immediate attention. The <br />proposed solution is to re -line the inside of the metal lift station with a polyurea coating. We have re -lined two <br />other lift stations and have found this method to be successful at preserving the inside of the lift station structure. <br />The pumps and controls for the lift station were updated in 1985.and should be able to last another 5-10 years. <br />The 6 -inch cast-iron forcemain was installed in 1961 and has been in uninterrupted service ever since. A <br />forcemain is a pipe that conveys wastewater under pressure from the discharge side of a pump to a point of <br />gravity flow. It is a severe concern that the forcemain will break (much like a water main break) and cause a very <br />messy back up at the lift station. This particular lift station is our busiest. It serves all of the properties south of <br />Stowe Avenue and the businesses along County Road D (Perkins, etc.).
