0
December 19, 2008
Mr. Brad Martens
Recreation Supervisor -FSC Operations
City of New Brighton
803 Old Highway 8 NW
New Brighton, MN 55112
Re: Family Service Center Roof Replacement
Proposal for Engineering Services
Bonestroo File No. M00335-08005-0
Dear Brad,
The single -ply ballasted EPDM roofing system on New Brighton's Family Service Center is
approximately 14 years old. It is our understanding that the City of New Brighton plans to move
forward with a roof replacement project.
2335 Highway 36 W
St. Paul, MN 55113
Tel 651-636-4600
Fax 651-636 1311
www.6onestroo.com
Bonestroo
As requested at our meeting of December 17, 2008, this letter provides our proposal for engineering
services. The scope of this proposal covers services for Phases 2 and 3, which comprise the design,
bidding, and construction administration/observation phases of the Project.
Project Description
The Family Service Center was designed by Williams / O'Brien Associates, Inc. and constructed in
1994.
Based on the drawings received, the existing single -ply ballasted EPDM roofing membrane is
installed over 4" rigid insulation for the majority of the roof with a portion of the roof area having a
single layer of 1/2" fire -rated gypsum board over the metal roof decking and 3-1/2" rigid insulation
above. The entire roof system is installed dead level with no slopes shown anywhere on the
drawings.
It is our understanding that roof leaks have occurred in various locations and that is the reason for
replacing the roofing system at this time. We also understand that some of the leaks have occurred
over an extended period of time which may indicate some potential damage to the roof insulation,
depending on the type of rigid insulation installed.
Engineering Services
We understand the City of New Brighton desires to complete preparation of construction plans and
specifications as soon as possible to allow for the bidding of this project.
See Appendix A for a detailed description of the scope of the engineering services.
