<br />I <br /> <br />I <br /> <br />I <br /> <br />:"i t .Y of New B r i I; tl ton <br />December 28, 1982 <br /> <br />Counci1member Benke stated that the 1-3 district provides <br />great flexibility for developers and for the Council and <br />permits all uses that are now permitted in a 1-1 district <br />subject to various performance standards. <br /> <br />Counci1member Schmidt stated that he felt that it would <br />be very difficult for staff to prepare a complete <br />' financial comoarison between the 1-3 and the 1-1 districts <br />as it would require staff to review and compare every <br />conceivable use for the two districts. Counci1member <br />Schmidt stated that he felt that the Council should not <br />be intimidated by the threat of a lawsuit and should <br />take action based on the adopted goals of the Comprehensive <br />Plan. <br /> <br />Counci1member Blomquist stated that he felt that it would <br />be impossible to prepare a complete environmental com- <br />parison analysis of the two zonings classifications as it <br />would require comparing on a environmental basis all <br />various uses that could be allowed and that without knowing <br />the exact use it would be a virtually impossible task. <br /> <br />Counci1member janecek stated that perhaps that it might be <br />best to defer action for the second reading until after <br />the newly created Development Advisory Board has con- <br />sidered the land use question. <br /> <br />Councilmember Schmidt stated that at the last Council <br />meeting it was discussed that the Planning Commission was <br />the Board that advises the Council regarding rezonings <br />and that the newly created Advisory Board for the <br />Development District should not be obligated to review <br />zoning questions. <br /> <br />Councilmember Benke stated that he agreed with Councilmember <br />Schmidt in that the newly created Advisory Board is not the <br />Board responsible for reviewing rezoning requests. <br /> <br />Councilmember Blomquist stated that if the newly created <br />Development District Advisory Board is to deal effectively <br />with the development district it would be best to set the <br />ground rules by establishing zoning and letting the <br />Development District Advisory Board prepare a plan based on <br />the understanding of what the zoning is. <br /> <br />The Mayor with consent of the seconder withdrew the motion <br />to defer action from the second reading of the ordinance. <br /> <br />Mr. Rolf Worden, representing Walburn Limited, stated that <br />it was there intention to bring a PUD development for the <br />property to the Council meeting tonight but that the <br />prooosed PUD plan was not here tonight as a result of the <br /> <br />-3- <br />
