As you know, my colleagues and I have had extensive <br />Washington experience and are especially well positioned to assist the City of New Brighton <br />("New Brighton") with its Northwest Quadrant Project. I specifically want to provide you and <br />New Brighton an outline of our proposed program as well as a listing of some of our client <br />"success stories" (see attachments). <br />As you are aware, our firm has a long history in the transportation, development, and <br />environmental arenas and has had a Washington operation for over twenty years. Our Federal <br />Relations Group has focused on a transportation, environmental, and development client base, <br />with a special emphasis on appropriations/designated funding issues. In that capacity, we have <br />developed strong relationships with Members on both the U.S. House and Senate Transportation <br />and Appropriations Committees. For example, in a recent Capitol Hill discussion the Chairman <br />of the House Transportation & Infrastructure Committee, Congressman Jim Oherstar states, <br />"McGrann has made a real difference fororganization — you couldn't do ani better." In a <br />recent newspaper profile on Washington, D.C. lobbyists, the Minneapolis Star Tribune suggested <br />that I spend so much time in the offices of Members of the Congress that "he (McGrann) should <br />have his own desk;" long time Star Tribune political reporter Betty Wilson tabbed him as a <br />Member of the Washington, D.C. based "Minnesota Mafia;" and journalist D.J. Leary stated in a <br />magazine article that "whatever his clients want they will likely get it... few know Washington <br />like McGrann." While I appreciate the recognition, I am well aware our success has been totally <br />dependent on our clients and the individual merits of their specific proposals. <br />We represent a wide range of clients from local governments to individual corporations <br />and nonprofit organizations. No other Washington, D.C. based lobbying firm is as well <br />positioned and experienced to advance an individual community's federal relations objectives. <br />Our clients have reaped the benefits of those relationships and investments and we have been <br />able to secure millions of dollars in designated funding for numerous communities across the <br />396579.1 <br />
