<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />January 25, 1983 <br /> <br />In addition to providing the everyday services that we take for <br />granted, the City accomplished a number of other tasks: <br /> <br />-Completed the reconstruction of two wells and began <br />construction of two new wells to provide contaminant- <br />free water. <br />-Applied for and received a $600,000 grant from HUD to <br />help pay for the new water system. <br />-Signed a joint powers agreement with Arden Hills to <br />share street sweeping costs. <br />-Completed the comprehensive plan rezoning. <br />-Negotiated and signed the first development agreement <br />for the "downtown" area. <br />-Due to the efforts of our dedicated volunteer firemen, <br />our insurance rating was improved. <br />-Completed the planning process and obtained final <br />approval from the Metropolitan Council for the Long <br />lake Regional Park. <br />-Established a Financial POlicy Advisory Board to assist <br />the Council and staff in developing a long range <br />financial plan. <br />-Completed a feasibility study of a waste-to-energy plant. <br /> <br />1982 also resulted in a three year record high $9.5 million in <br />construction despite the poor economy. <br /> <br />Some of the major 1983 goals for the City are: <br /> <br />-Complete the restoration of our water system. <br />-Initiate legal action against the parties responsible for <br />contaminating our water system. <br />-Improve the liquor operations, especially in the bottom <br />1 i ne . <br />-Define a comprehensive community development implementation <br />strategy reflective of market realities and which presents <br />consistent policy statement to prospective developers. <br />-Prepare a financing and implementation plan for the Fire <br />Station addition. <br />-Continue to improve financial management and control. <br />-Work on a greater definition of the roles of the City Council, <br />Manager, staff and advisory committees. <br />-CQJltinue to seek ways to improve productivity and alternative <br />revenue sources. <br />-Complete a comprehensive plan for City Hall's space needs <br />and the financing of these improvements. <br /> <br />These are some of the major goals we have established for 1983. There <br />are numerous other tasks that we will be addressing during the year. <br />All of the goals are obtainable with a team effort on the part of the <br />Council, employees and advisory board members. <br /> <br />-2- <br />
