Page 2 <br />• Is there another pole in the area? <br />Trurnan stated there is another T -Mobile pole. It is a single use pole. To <br />accommodate another carrier, it would have to be replaced with a higher pole. <br />The pole being discussed tonight carries the siren. We would include language <br />in the lease stating when AT&T is done using the pole, it reverts to the City, <br />so that you would not lose the pole for the siren. The expense to put up a <br />taller pole is minimal and AT&T would incur that cost. <br />• An inquiry was made about designer or camouflage poles. <br />Truman stated we can do a flag type of pole. We are not proposing a "crows <br />nest" where the antennas actually stick out from the pole and are quite visible. <br />This pole is like T -Mobile's where the antennas are flush mounted antennas <br />and they are right next to the pole itself. We can design a pole, but from <br />feedback it is not much different because you are still going to see the pole. <br />• Breuer was asked if the Council had come up with guidelines for the cell <br />phone towers? <br />Breuer stated there are no official guidelines. They are going to take them on a <br />case by case basis. <br />4' Budzynski commented that it is his understanding that there are laws that <br />require us to allow these towers, That being said, we should recommend that <br />the tower be 100 feet so that we can accommodate other carriers, if they come <br />in. <br />MOTION BY BUDZYNSKI, SECONDED BY HEINRICH, THAT WE MOVE <br />FORWARD WITH THE AT&T CELL PHONE TOWER IN CREEKVIEW <br />PARK. WE WOULD ALSO LIKE TO SUGGEST THAT THE TOWER GO UP <br />TO 100 FEET IF POSSIBLE SO THAT OTHER CARRIERS COULD BE <br />ADDED IN THE FUTURE. MOTION CARRIED. <br />Breuer stated this will go to the regular Planning Commission meeting this month. <br />B. Skate Park Petition <br />Chair Frischman said there has been lots of discussion regarding the Skate Park at <br />Freedom. Some feel that once the building next to the park, was not a school, bad <br />activities started to happen. On October 21st the City received a petition to <br />remove the skate park at Freedom Park. It was placed on this month's agenda for <br />discussion. In the mean time, yesterday, we received 170 names on a petition to <br />keep the Freedom Park skate park and another petition of about 12 businesses <br />who also wanted to keep the skate park at Freedom. <br />41 Chair Frischman noted that Ray Tandeski was in the audience. Ray had given a <br />presentation to the Parks, Recreation and Environmental Commission regarding <br />the graffiti in the City and noted that much of the bad behavior was caused by a <br />few and that most of those using Freedom Park were not causing problems; they <br />just wanted to use the skate park. <br />
