City of New Brighton Inspec Project No.: P00822 February 11, 2009 Page 2 • Test for the presence of hazardous materials which may include such things as asbestos shingles or asbestos containing plastic cement, roofing felts, lead paint, and bird droppings. • Check for the presence of other conditions, which may affect future roof performance. • Structural analysis by structural engineering consultant. Based upon the site verification information, along with photos and original construction document sources, roof issues will be established, refined, and options explored. A schematic design report will be presented to you containing roof sketches and photographs. The report will discuss roof -related issues and provide you with options for repairs or roof replacement, materials to consider, and timing/sequencing. We will schedule a meeting to discuss the contents of the report with the City Council if you so desire. This work generally includes the following: • Organize field information. • Develop list of project issues. • Perform energy analysis. Local code insulation R -value requirements for the sanctuary roof would be explored. • Perform drainage analysis. • Review issues related to aesthetics. 0 * Review possible structural issues. • • Review issues related to the roof (i.e. extensive leaking and previous repairs.). • Review life -cycle cost, system performance, and maintenance issues. • Perform sufficient preliminary design as necessary to develop a workable project solution and scheduling option. • Present options and background information for review and comment (one after-hours meeting). The schematic design phase would be followed by a construction documents/bidding phase, and lastly, a construction observation phase. The construction documents/bidding and construction observation phases are not included in this proposal, since appropriate fees are related to the types of decisions the City makes based upon the results of the schematic design phase. UNFORESEEN CONDITIONS AND COMPENSATION 1. During the performance of our Basic Service, unforeseen pre-existing conditions may be made apparent that require additional services. In the event this occurs, Inspec will provide the City with a proposal for Additional Services at that time.
