City of New Brighton <br />Inspec Project No.: P00822 <br />February 11, 2009 <br />Page 2 <br />• Test for the presence of hazardous materials which may include such things as asbestos <br />shingles or asbestos containing plastic cement, roofing felts, lead paint, and bird <br />droppings. <br />• Check for the presence of other conditions, which may affect future roof performance. <br />• Structural analysis by structural engineering consultant. <br />Based upon the site verification information, along with photos and original construction <br />document sources, roof issues will be established, refined, and options explored. A schematic <br />design report will be presented to you containing roof sketches and photographs. The report will <br />discuss roof -related issues and provide you with options for repairs or roof replacement, <br />materials to consider, and timing/sequencing. We will schedule a meeting to discuss the contents <br />of the report with the City Council if you so desire. This work generally includes the following: <br />• Organize field information. <br />• Develop list of project issues. <br />• Perform energy analysis. Local code insulation R -value requirements for the sanctuary <br />roof would be explored. <br />• Perform drainage analysis. <br />• Review issues related to aesthetics. <br />0 <br />* Review possible structural issues. • <br />• Review issues related to the roof (i.e. extensive leaking and previous repairs.). <br />• Review life -cycle cost, system performance, and maintenance issues. <br />• Perform sufficient preliminary design as necessary to develop a workable project solution <br />and scheduling option. <br />• Present options and background information for review and comment (one after-hours <br />meeting). <br />The schematic design phase would be followed by a construction documents/bidding phase, and <br />lastly, a construction observation phase. The construction documents/bidding and construction <br />observation phases are not included in this proposal, since appropriate fees are related to the <br />types of decisions the City makes based upon the results of the schematic design phase. <br />C.
