<br />City of New Brighton <br />February 22, 1983 <br /> <br />Page Five <br /> <br />I <br /> <br />Uotion by Harcus, seconded by Blomquist to waive <br />the reading and adopt a RESOLUTION AMENDING <br />RESOLUTION NO. 2433 OF THE CITY DATED MARCH 10, 1981. <br />5 ayes - 0 nayes - motion carried <br /> <br />The City Council requested that the City Manager <br />invite our New Brighton Legislators to a council <br />meeting to discuss Local Government Aid Formula <br />and to invite Mounds View to attend the same <br />meeting to discuss this issue and the upgrading <br />of the Anoka County-Blaine Airport. <br /> <br />Local Govern- <br />ment Aid Form- <br />ula Report #83- <br />51 <br /> <br />Motion by Harcus, seconded by Schmidt to adopt the <br />following as the Council position regarding Local <br />Government Aid: <br /> <br />I <br /> <br />1. Support the official A.M.M. and L.M.C. <br />policies on Local Government Aid and <br />finances. <br />2. To encourage the L.M.C., the A.M.M and <br />the Legislature to develop an incentive <br />based allocation system rather than for- <br />mulas based upon "need" and "fiscal <br />capacity" in the future. <br />3. To communicate our position to the City's <br />legislators. <br /> <br />The City Manager reviewed his report on Legisla- <br />tive Lobbying Efforts. Motion by Schmidt, seconded <br />by Benke to adopt the staff recommendations: <br /> <br />Legislative <br />LObbying <br />proposals <br />Report#83-52 <br /> <br />1. To approve the following areas as the <br />City's top legislative priorities, with <br />a staff member and Councilmember for each: <br />a. Fiscal pOlicy,revenues, levy limits <br />and Local Government Aid - Staff <br />Representative/Egan; Councilmember Benke <br />Mayor Harcus <br />b. Community Development, especially <br />tax increment financing - Staff <br />Representative/Winkels; Councilmember Schmidt <br /> <br />c. <br /> <br />Hazardous waste, environmental clean- <br />up - Staff Representative/Proper; <br />Councilmembers Janecek and B10ffi9uist <br />Liquor laws - Staff Representat1ve/ <br />Kozlak, Councilrnernber Janecek <br />Labor relations laws - Staff Repre- <br />sentative/Fornell, Councilmember Benke <br /> <br />d. <br /> <br />e. <br /> <br />I <br /> <br />2. <br /> <br />To have a legislative update as a regular <br />agenda,' item at least once per month and/or <br />a worksession topic. <br /> <br />5 ayes - 0 nayes - motion carried <br />
