<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />November 5, 1981 <br /> <br />Concern was expressed that the City sanitary sewer utilities <br />rate be not subsidized by capital payments credits from <br />the Metropolitan Waste Control Commission. <br /> <br />Councilmember Benke wanted the pUblic/private financing <br />of a downtown liquor facility explored. <br /> <br />Councilmember Blomquist wanted to see Headow Wood Park <br />developed at a basic level in the Capital Improvements <br />Program. <br /> <br />The City Manager requested one change in the Resolution <br />Adopting Budgets for the year 1982, increasing the <br />capital outlay of the liquor operation by $5,000 for <br />an econo-cooler. <br /> <br />Motion by Schmidt, seconded by Blomquist to <br />waive the reading and adopt a RESOLUTION <br />ADOPTING BUDGETS FOR THE YEAR 1982, as amended. <br />5 ayes - 0 nayes - motion carried <br /> <br />RESOLUTION #2525 <br /> <br />Motion by Blomquist, seconded by Janecek <br />to direct staff to prepare a bill for an <br />act authorizing the City to issue G.O. bonds <br />for deep well and necessary appurtenances <br />construction. <br /> <br />Councilmember Benke wanted to see the cost <br />of holding a referendum. <br /> <br />Vote on motion. <br />5 ayes - 0 nayes - motionaarried <br /> <br />Motion by Schmidt, seconded by Blomquist to direct <br />staff to research the feasibility of tax increment <br />financing for a fire station/public safety building. <br />S ayes - 0 nayes - motion carried <br /> <br />Motion by Benke, seconded by Janecek to direct <br />staff to report on the downtown liquor facility <br />by December 8, 1981 to include site analysis, <br />general concept in size, approximate cost/budget, <br />architectural services and bonding considerations, <br />to include pUblic/private financing. <br />5 ayes - 0 nayes - motion carried <br /> <br />Motion by Janecek, seconded by Blomquist to <br />direct the preparation of feasibility studies <br />and financing plans for all proposed 1982 <br />pUblic works improvements except the painting <br />of the water tanks.
