Overview of the Roseville IT Proposal - <br />After reviewing the proposal submitted by the City of Roseville, I was directed by City Manager <br />Dean Lotter to research and summarize any concerns that the City Council should be made <br />aware of regarding this issue. The following is an overview of these concerns: <br />Item #1 -Software Programs - <br />The $117,473 proposal submitted by the City of Roseville would only include support for <br />software programs that are uniform (IP Phones, Internet Access, Microsoft Products) to all of the <br />I -Net member government agencies. The Microsoft Office programs would be an example of <br />programs that are universal to all Roseville IT users. This would include all costs associated <br />with maintaining and servicing the licensing, virus software, and data associated with the <br />Microsoft Suite programs. The City of Roseville would not provide IT support to other software <br />programs that are used on a daily basis by the City such as our financial software, recreation <br />software, and other software packages that are unique to the City of New Brighton. <br />Item #2 -Phone System - <br />The City of Roseville supports a CISCO IP phone system that is used by its member cities. The <br />City of New Brighton currently operates a 3COM phone system. The two systems are not <br />compatible with each other. Therefore, the City of Roseville has indicated that they would not <br />support our current phone system if they were asked to take over some of our IT functions. This <br />in turn would result in additional costs for the City in regards to new phones and server upgrades <br />to make the City existing phone system compatible with Roseville's CISCO system. In 2004, <br />the City of New Brighton invested funding to upgrade our existing phone system. Typically a <br />new phone system should be serviceable for ten to fifteen years. The City's existing phone <br />system has been operational for roughly five years. In order for the City to receive maximum <br />return on its investment, the City would have to continue to provide internal support to maintain <br />our existing phone system and server for an additional five to ten years. <br />Item #3 -Server System - <br />The City of New Brighton currently operates and maintains twenty-two servers in the Hub <br />Room. If the City of New Brighton were to contract out some of its IT services to the City of <br />Roseville, the City would still be responsible for maintaining eighteen of the remaining twenty- <br />two servers. Therefore, the City would still need to have some IT support on -hand to maintain <br />the City's remaining servers on a day-to-day basis. <br />A second concern is that the City of Roseville would take over the responsibility of managing <br />our network system. The City of Roseville does this to ensure that all of the network servers that <br />operate under their direction comply with the same policies and procedures. If the City of <br />Roseville would take over control of our network server this in -turn would hinder the City of <br />New Brighton's ability to make IT related changes based upon our organizational needs and the <br />types of services that we provide to our residents. <br />4 <br />
