0 PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — January 20, 2009 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Steve Danger, Bruce Howard, Norm Schiferl <br />Paul Zisla <br />Absent: Jim O'Brien, and Tom O'Keefe. <br />Also Present: David Phillips, Council Member, and Janice Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for December 2, 2008 were presented and approved. <br />Council Action: Council Member Phillips reported Council has received a draft copy of <br />the Northwest Quadrant market study that was completed by Colliers International. The <br />study will be presented in a joint Council and Commissions meeting, which will be held <br />on February 9, 2009. Phillips added that he would like to see a review of the planning <br />ordinance submittal standards during the 2009 year to better facilitate the review of <br />applications. Phillips also added that he would like the Commission to consider various <br />amendments to the Zoning Code over the course of 2009. <br />Public Hearing: PRD2009-001 Amendment to the Clifton House Planned <br />is Residential Development to Allow Construction of a Ground Sign at 1200 Long <br />Lake Road <br />The applicant is requesting consideration of an amendment to the previously approved <br />Planned Residential Development (PRD) for property located at 1200 Long Lake Road <br />(2.08 acres subdivided from 1190 Long Lake Road). The amendment would allow <br />construction of an 8' x 4' (or 32 SF) ground sign at the north end of the Long Lake Road <br />access point. The actual graphic area of the sign is approximately 18 SF with the sign <br />located 10' from the right of way, 6.5' from the northern property line, and with a total <br />height of 4'. Lastly, the sign would be lighted by two ground mounted lights on both <br />sides of the sign with the light on the northern side approximately 5' off the lot line <br />abutting the nearest residence. <br />Howard asked how far back the existing church sign is from the property line. Gundlach <br />replied the existing sign is set back significantly further than the current proposal. Ryan <br />Hockland, BKV Group, stated the current proposal does meet the ten foot set back <br />requirement. Baker inquired why the applicant has included ground lights, since they <br />may be covered with snow during the winter. Hockland replied that the ground lights <br />would be supplemental lights, in addition to pole lights, and could be raised to help <br />eliminate this issue. Danger asked if the pole lights are aimed at the sign. Hockland <br />replied that they are not aimed at the sign but the proposed ground lights would be. <br />Schiferl asked if there has been any discussion about co -locating on the church sign. <br />
