Jacobson, Director of Public <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />Comments attached <br />Recommendation: Approval for the pure of five ICOP 20/20 in -squad camera systems <br />with required computer software, hardware, and collision sensor kits from Ancom <br />Communications based upon the United States General Services Administration Disaster <br />Recovery Purchasing Program bid pricing structure. <br />Legislative History: The United States General Services Administration Disaster Recovery <br />Purchasing Program is similar in nature to the "State Bid Program" and allows local <br />governments to purchase items at a bid price negotiated by the United States General Services <br />Administration. <br />Financial Impact: The total net cost to the City of New Brighton for the purchase of five in - <br />squad video camera systems and the required accessories is $10,515.00. The total cost of the <br />five in -squad cameras and the requisite accessories to be purchased is $30,515.00 of which <br />$20,000.00 is off -set by a grant received by the Department of Public Safety in 2007 for the <br />purchase of in -squad cameras. The grant, received through the Minnesota Office of Justice <br />Programs will expire on June 30, 2009 and requires a 25% match in the amount of $5,000.00. <br />To reduce the overall cost of this project the Public Safety Department worked in conjunction <br />with the Information Technology Department and will be utilizing existing computer storage <br />infrastructure resulting in a savings of approximately $6,000.00. The installation will be <br />performed by the City Mechanics. <br />Explanation: The Public Safety Department utilized a VHS based in -squad camera system until <br />2003 when the last unit became inoperable. It has been the desire of staff to attempt to replace <br />the camera systems due to the significant advantages of these systems. In 2007 competitive <br />grant funding became available and a review of all available in -squad camera systems was <br />conducted. It was determined the ICOP 20/20 digital recording system best fit the current and <br />future needs of the department. The ICOP 20/20 digital recording system records both video and <br />audio of officer interactions with the public and is automatically uploaded via secure wireless <br />network to a city server. In June of 2007, the Public Safety Department applied for a . <br />competitive grant from the Minnesota Office of Justice Programs for the replacement of in -squad <br />video camera systems and was awarded the grant in October of 2007. <br />G;\TDH\TN PROGRESSUasquad camera purchase report.doc <br />
