I

I

I

2070 Windsor Way
New Brighton, Minnesota
February 23, 1982

City Council
City of New Brighton
803 Fifth Avenue Northwest
New Brighton, Minnesota 55112

Re: Proposed Improvement Project #82-10

Dear Council Members,

I am unable to attend the February 25 meeting and for that reason am stating
my concerns in this letter.

There are 259 property owners to be assessed. 255 owners, according to your
estimate, will pay about $160.38 per owner. ~~ property, lot 9 at 2070/2080
Windsor Way, will be assessed about $636.00. I understand each of the Windsor
Green townhouse people will pay an additional small amount in association fees,
but even so. there is a huge difference in amounts. If the assessments were
made on valuations, the amounts would be comparable, If the assessments were
made on traffic, we should not be assessed but receive a refund as the volume
is made up of 99% Windsor Green townhouse people cutting across to 20th Avenue
to avoid the steep grade and congested intersection of Windsor Court and
County Road "E," The traffic past our house will, unfortunately for us,
increase susbstantially when the Birch Pond Condo development is complete.

In the spirit of fairness, will you please consider allocating assessments
against my lot 9 and the other 3 lots involved in a more equitable manner.

Sincerely,

/f?tr~1- d'~~

Robert G.
