This improvement is solely for the benefit of <br />the developer of Innsbrook, North, 4th Addition. It will <br />simply allow him access to develop the 14 lots on the southerly <br />part of the plat. <br /> <br />2. There is no corresponding benefit to Saint Mary's <br />Hospital. No access is needed to its property in that it is <br />unimproved and will remain unimproved for the foreseeable <br />future. Even if improvements do occur, there is ample oppor- <br />tunity for access to the property from the south or eastr <br />rather than from the north. Thus there is simply no benefit <br />to Saint Mary's Hospital as the owner of this undeveloped <br />parcel of land. <br /> <br />. 3. The developer and the City are assuming that <br />Saint Mary's Hospital will develop the northerly part of its <br />property as single family residential and in fact have assurried <br />a certain lot platting with proposed future streets. These <br />assumptions are t6tally unwarranted. Saint Mary's Hospital <br />is still considering the possibility of developing this <br />property as a medical care facility of SOfie type, either a <br />hospital, a clinic, an emergency, a surgicenter, medical <br />office buildings, or some combination of those uses. That <br />decision has been delayed due to the present economic' times <br />and the uncertainty of the future role of acute in~patient <br />hospitals. It is certainly possible that if the property <br />were developed in whole or in part as a health care facility, <br />there would be no single family residential development and <br />the present improvements would certainly not be needed. <br /> <br />4. In essence, the developer of Innsbrook, North <br />is attempting to force the development of the Saint Mary's <br />parcel along the lines of single family residential. This <br />assumption is unwarranted. <br />
