<br />1 <br /> <br />1 <br /> <br />, <br /> <br />f' <br /> <br />City of New Brighton <br />March 23, 1982 <br /> <br />Mr. Ross stated that as a result of Dr. Shapiro's <br />information and opinions the EQC decided not to <br />endorse the Watershed District proposal. <br /> <br />Councilmember Benke asked if the EQC was <br />concerned for the safety or if the concern <br />was the result of cost effectiveness. <br /> <br />Mr. Ross indicated that the EQC had contacted the <br />DNR regarding the chemical and said that while <br />they expected no problem, they would not make <br />any predictions. Further Mr. Ross stated, that <br />the chemical itself is not supposed to be toxic. <br />However, as this is a demonstration project <br />the answers are just not known. <br /> <br />Councilmember Blomquist stated that he had <br />contacted Dr. Shapiro and discussed his method <br />of calculat.ing the effectiveness of the solution <br />and had also discussed the method used by the <br />Watershed DistLlct engineers. Councilmember <br />Blomquist stated that Dr. Shapiro and the <br />Watershed District engineers had taken a <br />somewhat different line in determining effectiveness <br />and that it appears the Watershed District method <br />was the most appropriate and that the effectiveness <br />was probably closer to what they had estimated. <br /> <br />Mr. Gerry Bensing stated he felt the issue of cost <br />effectiveness in that the funds allocated for this <br />project may be better spent elsewhere within the <br />Watershed District. <br /> <br />Councilmember Benke noted the primary issue of <br />concern for the Council was the safety of the <br />New Brighton residents and that the issue of <br />allocating funds for the project was a decision <br />for the Watershed District Board of Managers. <br /> <br />Leroy Ditsch, representing the New Brighton EQC, <br />stated that Long Lake is an extremely viable <br />resource and that there are just many unanswered <br />questions at this time. Mr. Ditsch stated any <br />time you add chemicals there is an impact. <br /> <br />Mr. Gerry Bensing stated that the EQC would prefer <br />to see the same experiment conducted on a smaller <br />lake at a smaller cost. <br /> <br />Mr. Wedenbacher noted that considerable information <br />has been collected in regard to Long Lake and that <br />t :lere is not sufficient time during 1982 to do this <br />project on a smaller lake and still accomplish the <br />project on Long Lake where the major problem exists. <br /> <br />-12- <br />
