I

I

1

City of New Brighton
March 23, 1982

Councilmember Janecek asked if the treatment
was permanent.

Mr. Pete Willenbring stated that the calcium
nitrate would effectively tie up phosphorous
in the existing sediment but that new sediment
would not be treated.

Councilmember Blomquist asked what the involvement
of the Minnesota Pollution Control Agency was in
this project.

Hr. Wedenbacher stated that the MPCA must approve
the project as they provide 25% of the funding
and that MPCA has agreed to the treatment of the
south basin.

Counci1member Schmidt asked if the phosphorous
coming into Long Lake can be controlled.

Mr. Wedenbacher stated that there is a considerably
large watershed area that drains into Long Lake
through the 35W marsh area, located in the southwest
quadrant of 35W and 1-694 and that the Board of
Managers has approved a project for this area.

Counci1member Benke stated that Mr. Wedenbacher
was now requesting that the lake be closed until
June 28, 1982 but that their letter indicated
the project would be complete by June 15th.

Mr. Wedenbacher stated that they are requesting
the additional two week:, LIst to be sure that
they complete the project.

Counci1member Benke asked if there would be any
problem associated with the chemicals shoulJ
anybody fall into the lake or as a result of the
consumption of fish caught in the lake.

Mr. Willenbring noted that the calcium nitrate
solution is mostly salt and therefore should
not be a problem. Mr. Willenbring noted that
in their study they have found that the worst
case possible in terms of strength of the solution
would still fall well below FDA standards for
consumption of nitrates.

Mr. Ed Ross, Chairman of the EQC, noted that the
EQC had considered the Watershed District request
and had talked to Dr. Joseph Shapiro from the
Univ0rsit.y of Minnesota and that Dr. Shapiro had
estimated that the project would only be 10% effective
and therefore not cost effective.

-11-
