<br />I <br /> <br />1 <br /> <br />I <br /> <br />City of New Brighton <br />March 23, 1982 <br /> <br />The Mayor declared a ten minute recess at <br />10:20 p.m. <br /> <br />The Mayor reconvened the City Council at <br />10:30 p.m. <br /> <br />The Mayor with consent of the Council <br />directed receipt of a'letter from the <br />New Brighton Eagles Aerie #3718. <br /> <br />Motion by Harcus, seconded by Schmidt <br />to direct staff to prepare a recommendation <br />regarding the Eagles request and any approp- <br />riate ordinance amendments. <br />5 ayes - 0 nayes - motion carried <br /> <br />Mr. Bill Wedenbacher, Engineer representing <br />the Rice Creek Watershed District, stated <br />that the Rice Creek Watershed District Board <br />of Managers had approved a chemical treatment, <br />for the south basin of Long Lake. Mr. <br />Wedenbacher stated that the purpose of their <br />appearance tonight was to inform the Council <br />of the proposed treatment,to request approval <br />to implement the treatment and request that <br />the Council close the south basin of Long Lake <br />for recreational purposes until June 28, 1982. <br />Mr. Wedenbacher stated that the funding for the <br />treatment was to be provided on the basis of <br />SO% being provided by an EPA grant, 2S% from <br />the Minnesota pollution Control Agency (MPCA), <br />and 2S% from a levy spread throu~hout the <br />entire Watershed District. Mr. Wedenbacher <br />stated that they are proposing to treat the <br />sediment with calcium nitrate which is an <br />experimental project that has been tried, apparently <br />sucessful1y, twice in Sweden. Mr. Wedenbacher stated <br />that the Board of Managers felt that the other option <br />of dredging was not cost effective because of its <br />estimated l-~ to 2 million dollar cost. <br /> <br />Councilmember Benke asked if the lake could be used <br />for boating and fishing while the beach was closed. <br /> <br />Mr. Wedenbacher stated they are requesting total <br />prohibition of lake recreational activities until <br />June 28, 1982 as a precautionary measure. <br /> <br />Counci1member Benke asked if there were any long-term <br />follow-up regarding the two experimental projects <br />in S\"eden. <br /> <br />t1r.
