<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />March 23, 1982 <br /> <br />Mayor Harcus stated that he would like <br />to reiterate all comments made by the Council <br />thus far. Mayor Harcus noted that he has been <br />torn on this particular question noting that <br />he started out wanting a local park and would <br />still prefer that the park be local. However, <br />he felt that in looking at the options and <br />numbers he felt the most appropriate approach <br />was for regional park development. Mayor Harcus <br />stated that he did not feel that the development <br />would cause problems with Long Lake homeowners <br />noting that he had lived within a matter of feet <br />from Hansen Park and one of the main entrance and <br />parking areas. Mayor Harcus stated he felt that <br />any problems that would occur could be resolved. <br />Mayor Harcus stated that the Council is elected <br />to make decisions and that they would be shirking <br />their responsibility by taking no action. Mayor <br />Harcus stated however that he did have a problem <br />with the Joint Powers Agreement in that he did not <br />feel it appropriate for the City to pay 60% of <br />the maintenance costs of the entire park. <br /> <br />Motion by Harcus, seconded by Janecek to waive the <br />reading and adopt a RESOLUTION APPROVING THE MASTER <br />PLAN AND JOINT POWERS AGREEMENT FOR THE DEVELOPMENT <br />AND OPERATION OF LONG LAKE/RUSH LAKE REGIONAL PARK <br />with the following amendments: <br /> <br />1) That the NOW THEREFORE BE IT RESOLVED be amended <br />by deleting the paragraph regarding beach operation, <br />2) That a section be added requiring City Council <br />and County Board approval for any changes in the <br />physical plan or types of uses. <br /> <br />Motion by Janecek, seconded by Blomquist to amend <br />the motion by deleting number 1) above in regard <br />to deleting the paragraph regarding beach operation. <br /> <br />Vote on amendment. <br />4 ayes - 1 naye (Harcus) - motion carried <br /> <br />Mayor Harcus stated he felt very strongly about <br />the City paying the maintenance costs for the <br />beach activities. <br /> <br />Vote on main motion as amended. <br />4 ayes - 1 naye (Barcus) - motion carried <br /> <br />Motion by Janecek, seconded by Schmidt to waive the <br />reading arld adopt a RESOLU'l'ION SUPPORTING THE LOCATION <br />OF 'l'HE MINNESO'l'A rrRANSPOR'l'ATlmJ MUSEUM, l'1EW BRIGHTON AREA <br />HISTORICAL SOCIETY AND TWIN CITY MODEL RAILROAD CLUB IN <br />'I'Hr LONG TAKE/HUSH LAKE PFGlmU\L PARK AREA. <br />S ayes - 0 nayes - motion car . c~d <br /> <br />-9- <br />
