<br />1 <br /> <br />1 <br /> <br />I <br /> <br />City of New Brighton <br />March 23, 1982 <br /> <br />Counci1member Janecek stated that several <br />years ago the City Council and New Brighton <br />residents had great foresight to pass a <br />bond issue, acquire the property and begin <br />planning for this area. Councilmember Janecek <br />indicated she did not feel a referendum would <br />pass and that considerable time had been spent <br />on this issue and that she could not support <br />going to the voters for a referendum. Councilmember <br />Janecek stated that the voters had elected the <br />City Council to make decisions, even difficult <br />decisions such as this. Councilmember Janecek <br />stated that she was also concerned for the <br />safety of the lake use but felt that the use <br />could be controlled through the surface use <br />ordinance. Councilmember Janecek stated that <br />she was not afraidof sharing the park with our <br />neighbors and that the bottom line was that <br />there was no feasible way to develop the park <br />as a local park and that she would support the <br />Master Plan as now prepared. <br /> <br />Councilmember Blomquist stated he felt the <br />Master Plan as modified was well thought out <br />and appropriate and that the process had been <br />very thorough. Counci1member Blomquist indicated <br />that the process used in arriving at a decision <br />has been most effective in providing input and <br />for providing modifications to the Plan. Councilmember <br />Blomquist further stated that the maintenance and <br />development agreement are appropriate and very <br />advanta0eous to the City. Lastly, Councilmember <br />Blomquist stated that he supported the Plan and <br />the modifications. <br /> <br />Councilmember Benke stated that there comes a <br />time in any political process to make decisions. <br />Councilmember Benke stated he felt the Plan <br />represents the majority of the modifications <br />discussed over numerous meetiLJs and that there <br />had been sigificant changes made from the original <br />Plan. Further that safety has been an issue for <br />several years and he felt that the safety issue <br />can and will be addressed through the surface <br />use ordinance. Counci1member Benke further stated <br />that he felt the Master Plan would benefit all <br />people in New Brighton and that citizens should <br />accept the Plan as a compromise. Counci1member <br />Benke invited all those concerned with the <br />development of the park to cooperate in the future <br />should there be any problems. Lastly, Council~ember <br />~enke stated he urged the Council to adopt the Master <br />Plan. <br /> <br />-8- <br />
