I

I

I

t'
,

City of New Brighton
March 23, 1982

significant costs for the park development
and that it would be irresponsible not to act
at this time. Mrs. Brustman stated she did not
feel a referendum had any possibility of passing,
that a referendum would be costly to the City,
perhaps causing the City to lose the funds available
for development and that she felt the real objective
of the referendum was to delay a decision. Finally,
Mrs. Brustman stated she felt the Qajority of
New Brighton residents would support the regional
plan and she urged Council adoption.

Mr. Tom Morris, 220S Sioux Boulevard, stated that
he was a former Councilmember, a former Park Board
member, who was involved at the time the City
acquired the property. Mr. Morris stated he felt
the offer to purchase the property by the Long
Lake Improvement Association was full of empty
promises, that the Council had in fact been using
the resources of the City to study and help decide
this problem - namely the Council and Park Board
members and that Long Lake Park should be developed
for everybody. Mr. Morris finally stated that he
supported the Master Plan as now proposed and urged
the Council to continue the process that started
several years ago.

Mr. Bill Foster, 625 Riviera Drive, presented a
petition favoring the immediate development of
Long Lake Park as a regional park.

The Mayor with consent of the Council directed
receipt of the petition.

Mr. Larry Baker, 1940 Serendipity Court, spoke
in favor of the Master Plan as presented and
urged Council adoption.

Virginia Sande, 1718 19th Street NW, presented a
statement on behali of the New Brighton League
of Women Voters supporting the regional park
development plan and urged Council action and
adoption of Unt plan (statement attached).

Councilmember Schmidt stated he felt this
particular issue has allowed for considerable
citizen participation. He stated that he
felt that all inforamtion possible has been
submitted and considered and that he felt the
Master Plan was appropriate. Counci1member
Schmidt stated that he felt the majority of
the residents want a good park at the least
possible cost to the City and that he felt we have
such a plan and that the Council should act this
evening.

-7-
