<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />March 23, 1982 <br /> <br />The Mayor with consent of the Council directed <br />receipt of the letter. <br /> <br />Mrs. Commers stated that they had filed for an <br />EIS and that she felt the referendum should be <br />given an opportunity. Finally Mrs. Commers <br />asked the Council to delay any decision on the <br />park Master Plan until a determination of a <br />need for an EIS has been completed. <br /> <br />Mr. Robert Polzak, 1693 14th Avenue NW, stated <br />that the Long Lake Improvement Association was <br />in favor of the EIS and was in favor of the concept <br />plan as discussed by the new Brighton Historical <br />Society. Mr. Polzak stated that he felt that <br />the Homeowners Association hated the thought of <br />hoards of people causing problems as a result <br />of the regional park development. Mr. Polzak <br />stated that the Homeowners Association would not <br />tolerate irresponsible public decision and that <br />the arbitration clause contained in the agreement <br />was not in the best interest of the City. Mr. Polzak <br />stated that the Homeowners Association had a <br />significant amount of resources and that they <br />were prepared to put together a plan to acquire <br />the park from the City. Hr. Polzak indicated <br />that they could provide no guarantee at this time <br />but that their resources were significant and <br />that they would like to reasonably discuss the <br />possibility. Mr. Polzak indicated that their preliminary <br />thoughts were that a certain portion of the land <br />could be then turned back to the City for some <br />form of park activities and the remainder of the <br />property could be developed to some reasonable <br />extent to reimburse the Homeowners for their costs. <br /> <br />Councilmember Schmidt asked if the concept of the <br />purchase by the Long Lake Improvement Association <br />had been considered by their board. <br /> <br />Mr. Polzak stated that they have a significant <br />financial interest at this time but could not <br />guarantee anything at this point. Mr. Polzak <br />further indicated that he felt that the appropriate <br />agreements, contracts and guarantees could be <br />available within four to five weeks. <br /> <br />Susan Brustman, 1615 18th Avenue NW, stated that <br />she urged the adoption of the Master Plan for the <br />regional park concept. Mrs. Brustman stated that <br />the park development has been delayed for several <br />years, that someone else is willing to pay the <br /> <br />-6- <br />
