<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />f\1arch 23, 1982 <br /> <br />asking all citizens to participate in what the <br />development is to be and they would like the <br />majority opinion to win out at the ballot box. <br />Mr. Burdick finally stated that he urged the <br />Council to reject the Master Plan and let the <br />decision be made by the voters. <br /> <br />Mayor Harcus' noted the earlier discussions in <br />that Council could not hold an advisory referendum. <br /> <br />Mr. Gayle Bromander asked what control New Brighton <br />would have over the park if the master plan were <br />developed. <br /> <br />James Farnell, City Manager, stated by the agreement <br />the City would be responsible for providing basic <br />City services such as fire and police protection <br />and would have responsibili ty for beach maintenance. <br />In addition the City would be working with the <br />County in regard to overall park maintenance and <br />future capital expenditures. <br /> <br />Mr. Bromander asked if Ramsey County could alter <br />the Master Plan without approval by the City. <br /> <br />The City Manager stated that any modifications to <br />the Master Plan would require approval by both <br />the County and the City. <br /> <br />Mr. Gary Floss, 1444 18th Street NW, asked who <br />the arbitrator would be in the event of a dispute <br />between the County and the City. <br /> <br />The City Attorney stated that the arbitrator <br />would be the American Arbitration Society. <br /> <br />Mr. Gary Floss stated he felt the majority of <br />New Brighton citizens are either unaware of <br />the issues involved or are not in favor of a <br />regional park development. <br /> <br />patricia Commers, 1732 14th Avenue NW, presented <br />and read a letter from Mr. W. J. Breckenridge <br />regarding the proposed development of the park. <br /> <br />The Mayor with consent of the Council directed <br />receipt of the letter from Mr. Breckenridge. <br /> <br />Patricia Commers presented a letter that the <br />Long Lake Improvement Association has forwarded <br />to the Environmental Quality Board regarding <br />the petitioning for ElL EIS. <br /> <br />-s- <br />
