<br />I <br /> <br />1 <br /> <br />1 <br /> <br />City of New Brighton <br />March 23, 1982 <br /> <br />~he Director of Parks and Recreation <br />replied that most of the material needed <br />for preparation of an Environmental <br />Assessment Worksheet was present and <br />the information already available and <br />that it would take approximately three <br />months to determine from this if an <br />EIS was required. <br /> <br />Councilmember Janecek asked how the <br />development plan as proposed affects <br />the plans for the Minnesota Transportation <br />Museum and New Brighton Historical Society. <br /> <br />The Director of Parks and Recreation <br />re!)lied that the t~innesota Transportation <br />Museum and the New Brighton Historical <br />Society had not yet presented development <br />plans to the City or Park Board and that <br />he could not recommend holding back on the <br />Park development plans until such plans <br />could be presented. However, Mr. Anderson <br />stated, that he had been in contact with <br />staff from Ramsey County and the Metropolitan <br />Council and had found both of these staff <br />members to be receptive to the concepts as <br />proposed by the Minnesota Transportation <br />Museum and New Brighton Historical Society. <br /> <br />Mr. Bernard Edmonds, Assistant Director of the <br />Ramsey County Parks and Recreation, noted that <br />the County had requested a termination date <br />for the agreement and that the date had been <br />discussed and reviewed with the City Attorney. <br /> <br />Mayor Harcus questioned what the County position <br />was regarding local use of the park. <br /> <br />Mr. Edmonds replied that the park was open to <br />all citizens who may wish to use the facilities. <br /> <br />Mayor Harcus asked if the City residents or <br />City groups would be given any preference in <br />use of the park or portions of the park for <br />special events. <br /> <br />Mr. Edmonds replied that the County as implementing <br />agency for the park has the responsibility of <br />issuing all permits and for controlling use of <br />the park. As such, Mr. Edmonds stated, City <br />groups could certainly contact Ramsey County <br />for permits for special events. <br /> <br />-3- <br />
