I 1 1 City of New Brighton March 23, 1982 ~he Director of Parks and Recreation replied that most of the material needed for preparation of an Environmental Assessment Worksheet was present and the information already available and that it would take approximately three months to determine from this if an EIS was required. Councilmember Janecek asked how the development plan as proposed affects the plans for the Minnesota Transportation Museum and New Brighton Historical Society. The Director of Parks and Recreation re!)lied that the t~innesota Transportation Museum and the New Brighton Historical Society had not yet presented development plans to the City or Park Board and that he could not recommend holding back on the Park development plans until such plans could be presented. However, Mr. Anderson stated, that he had been in contact with staff from Ramsey County and the Metropolitan Council and had found both of these staff members to be receptive to the concepts as proposed by the Minnesota Transportation Museum and New Brighton Historical Society. Mr. Bernard Edmonds, Assistant Director of the Ramsey County Parks and Recreation, noted that the County had requested a termination date for the agreement and that the date had been discussed and reviewed with the City Attorney. Mayor Harcus questioned what the County position was regarding local use of the park. Mr. Edmonds replied that the park was open to all citizens who may wish to use the facilities. Mayor Harcus asked if the City residents or City groups would be given any preference in use of the park or portions of the park for special events. Mr. Edmonds replied that the County as implementing agency for the park has the responsibility of issuing all permits and for controlling use of the park. As such, Mr. Edmonds stated, City groups could certainly contact Ramsey County for permits for special events. -3-
