The City Engineer reviewed the two sewer blockages that occurred, noting that the one blockage was a result of apparent vandalism with a broom handle being somehow put into the sewer system. Mr. Perron stated it was not his fault that the broom handle caused the back-up and that he felt he should somehow be compensated for his damages. Councilmember Schmidt stated that he felt that in the future when reviewing insurance company quotes, the City should not only look at what premiums would be, but also how the various insurance carriers would handle claims. Councilmember Janecek stated that our insurance coverage,if it does not, should include coverage for vandalism. Mayor Harcus stated that he felt staff should be directed to look into installiny a check valve to prevent this problem from happening. Councilmember Blomquist stated that the Council should look at what the past practice of Councils has been in a similar situation, and what the implications would be if the Council deviated from that past policy direction. Motion by Harcus, seconded by Janecek to direct staff to inspect the sewer main more frequently and to install the metal straps over the manhole cover pick-holes and to televise the sewer main as is practical. Further that staff be directed to consult with the City's insurance company to determine the discrepency in handling the first claim versus the second claim and also to direct staff to investigate the cost of installing a check valve into the sewer line to prevent the problem. Lastly, to direct staff to study and report on what the impacts to the City would be in regard to past and future policy decisions should the check valve be installed. 4 ayes - 0 nayes - motion carried -3-
