<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />August la, 1982 <br /> <br />COMMISSIONER OF ENERGY, PLANNING AND DEVELOPMENT <br />FOR APPROVAL, AND AUTHORIZING PREPARATION OF <br />NECESSARY DOCUMENTS. <br />4 ayes - 0 nayes - motion carried <br /> <br />Mr. James Casserly, representing O'Connor & Hannan, <br />City Bond Counsel, was present and discussed with <br />the Council the current status of the proposal of <br />Mr. McCullough regarding financing of the hotel <br />proj ect. <br /> <br />Council Business <br />Mr. Mike Zagar, representing the New Brighton <br />Conunission of Environmental Quality, was <br />present to review the report prepared by the <br />EQC and City staff regarding contract refuse <br />hauling. Mr. Zagar noted that the study was <br />timely in regard to recent legislation regarding <br />the landfill abatement programs and Mr. Zagar <br />reviewed the various advantages and disadvantages <br />to contract hauling that were outlined in the <br />EQC report. Mr. Zagar also reviewed the timetable <br />proposed to solicit public input noting that the <br />EQC was proposing public meetings on September 13th <br />and September 16th. <br /> <br />Refuse Hauling Study <br />Report No. 82-188 <br /> <br />Mayor Harcus stated that he was pleased to see <br />that the EQC was proposing a process that would <br />provide for maximum public input. Mayor Harcus <br />stated that he would like to determine the feasibility <br />of treating contract hauling in a manner similar to <br />the cable TV franchises. <br /> <br />Councilmember Blomquist stated that he wished to <br />compliment the EQC on a fine report and also indicated <br />that he endorsed the process the EQC was proposing. <br /> <br />Motion by Blomquist, seconded by Janecek to direct <br />receipt of the report on contract hauling and <br />authorize the EQC and staff to proceed with the <br />informational meetings. <br />4 ayes - 0 nayes - motion carried <br /> <br />Mr. Phil Perron was present to discuss his <br />sewer back-up problems noting that the first <br />time the problem occurred, damages were paid <br />by the City's insurance company while the <br />second time the problem occurred no insurance <br />coverage was provided. <br /> <br />Sewer Back-Up <br />Phil Perron <br />Report No. 82-192 <br /> <br />John Grau, Acting Director of Finance, reviewed <br />the status of the claim as he understood it <br /> <br />-2- <br />
