DETAILED ASSUMPTIONS <br /> <br />I DIRECT OPERATING EXPENSES <br /> <br />Ash Disposal--The waste to energy facility will reduce MSW 80% <br />by weight during incineration. The waste residue will be hauled to <br />a landfill for disposal. A hauling charge of $8 and tipping fee of <br />~10 are assumed to be assessed for each ton of residue. <br /> <br />Operating Electricit~--Consumat specifications indicate that <br />electric consumption for their systems is at a rate of 25 KWH/ton <br />of MSW. A review of other projects indicated that electric con- <br />sumption ran as high as a 35 KWH/ton of MSW. A conservative 30 <br />KWH/ton rate of electric consumption is used in this study. The <br />" <br />rate charged by NSP for electricity is approximately 3t/KWH in 1982 <br />dollars. <br /> <br />Auxiliary Fuel--250,OOO BTU of auxiliary heat energy is <br />assumed to be consumed in the process of incinerating each ton of <br />MSW. The heat will be provided by interruptable natural gas and #6 <br />fuel oil burned in 80/20 blend on an annual basis. The per unit <br />costs in 1982 dollars are: <br /> <br />I <br /> <br />Natural Gas <br /># 6 fuel oil <br /> <br />$4.65 per MCF <br />$0.70 per gallon <br /> <br />Plant and Maintenance Labor--It is assumed that for opera- <br />tional years beginning in 1985, the annual plant and maintenence <br />labor personnel will be $426,000 in 1982 dollars.
