1Ow..1u'Ross &CD. IX. DETAILED ASSUMPTIONS I DIRECT OPERATING EXPENSES Ash Disposal--The waste to energy facility will reduce MSW 80% by weight during incineration. The waste residue will be hauled to a landfill for disposal. A hauling charge of $8 and tipping fee of ~10 are assumed to be assessed for each ton of residue. Operating Electricit~--Consumat specifications indicate that electric consumption for their systems is at a rate of 25 KWH/ton of MSW. A review of other projects indicated that electric con- sumption ran as high as a 35 KWH/ton of MSW. A conservative 30 KWH/ton rate of electric consumption is used in this study. The " rate charged by NSP for electricity is approximately 3t/KWH in 1982 dollars. Auxiliary Fuel--250,OOO BTU of auxiliary heat energy is assumed to be consumed in the process of incinerating each ton of MSW. The heat will be provided by interruptable natural gas and #6 fuel oil burned in 80/20 blend on an annual basis. The per unit costs in 1982 dollars are: I Natural Gas # 6 fuel oil $4.65 per MCF $0.70 per gallon Plant and Maintenance Labor--It is assumed that for opera- tional years beginning in 1985, the annual plant and maintenence labor personnel will be $426,000 in 1982 dollars. This represents wages 'and benefits for the 14 shift managers, mechanics and operators required for 24 hour per day, 365 days per year plant operation. An additional $78,000 in 1982 dollars is included to reflect the annual expense for maintenence supplies and parts.
