<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />September 15, 1982 <br /> <br />Councilmember Benke stated that he felt the City <br />should prepare plans and specifications for all <br />three wells so as to provide the greatest flexibility, <br />to be prepared for the worst case situation, and <br />also to provide the best information regarding <br />cost to the City electorate" <br /> <br />Councilmember Schmidt stated that he preferred <br />the option of starting construction of just <br />two wells at present. However, he indicated <br />he felt it would be better to prepare plans and <br />specifications for all three wells so as to <br />provide the greatest flexibility to the Council. <br /> <br />Councilmember Blomquist indicated he also felt <br />that plans and specifications should be prepared <br />for all three wells but that the City Council <br />should have the flexibility to phase construction <br />as needed. <br /> <br />Mr. Al Logelin, 933 11th Avenue NW, asked why the <br />Council was considering drilling new wells. <br /> <br />Mayor Harcus replied that the new wells would <br />replace the older, contaminated wells that could <br />not be modified due to casing size. Mayor Harcus <br />noted that two of the existing wells had been <br />modified as their current construction permitted <br />that modification. However, the remaining wells <br />do not provide that opportunity and in order to <br />provide contaminant - free water the new wells <br />are necessary. <br /> <br />Motion by Blomquist, seconded by Schmidt to: <br /> <br />1) To approve the plans and specifications for Wells #10 & 11, <br />to direct staff to advertise for bids, and to receive bids <br />on October 26th for Council consideration on November 9, 1982. <br />2) To authorize the Mayor and City Manager to execute an <br />agreement with Rieke, Carroll, Muller & Associates for <br />engineering services on the design of iron removal facilities. <br />3) To direct staff to prepare the necessary action items for <br />Council consideration increasing the water rate from $.55/l,000 <br />gallons to $.70/1,000 gallons. <br />4) To direct staff to ascertain the impact of the recommended <br />water rate increase on various classes of users (singles, <br />elderly, small family, large family, and industrial) and <br />to study and recorrunend alternate rate structures, including <br />a progressive rate structure for Council consideration by <br />April 1, 1983. <br />5) To waive the reading and adopt an INITIAL RESOLUTION FOR <br />CENERAL OBLIGATION WATER BONDS AND CALLING FOR AN ELECTION <br />THEREON with the resolution being amended to indicate a <br />bond amount of $2.6 million. <br /> <br />-5- <br />
