WEWk(x <br /> ICHl ON <br /> the city that works for you <br /> INTEROFFICE <br /> MEMORANDUM <br /> To: Janice Gundlach, City Planner <br /> From: Tony Paetznick, Crime Prevention Officer <br /> Subject: Mission Foods, 1565 1st Avenue NW <br /> Date: March 12, 2009 <br /> A query of police calls for service reveals that there have been ten reports of <br /> motor vehicle crashes and parking complaints at the property during the past <br /> three years. In addition, there have been complaints received by the Department <br /> of Public Safety pertaining to on-street parking along 1st Avenue NW. While the <br /> latter cannot be entirely attributed to this sole facility as there are other <br /> commercial properties with parking issues along this corridor, the current <br /> inadequacy of the Mission Foods parking lot has likely forced some employees to <br /> park on the street. With a six-hour daytime parking restriction and a 30 minute <br /> maximum between 2 and 5 am on all City streets, the traditional eight-hour <br /> factory shift would require employees who do not use the Mission Foods parking <br /> lot to move their cars from the street. Providing ample parking on-site for <br /> employees would enhance vehicular and pedestrian safety, while also achieving <br /> greater work efficiency if employees do not have to be concerned with moving <br /> their vehicles on the street to avoid parking citations. In light of these issues, <br /> parking should initially be overbuilt to avoid any shortfall of spaces in the near <br /> future should staffing or use of the occupancy increase. <br /> If access is limited to the site via a guard station at the south entrance to the <br /> facility, assurances to provide 24-hour access should be addressed, whether <br /> through adequate security staffing or engineered solutions to permit police, fire, <br /> and ambulance services unrestricted access to the property. <br /> Fire calls dating back to 1997 show a history of three structural/cooking fire calls <br /> at Mission Foods. Due to the nature of their food processes involving both flour <br /> (dust explosion hazard) and cooking oils (flammability hazard), the occupancy <br /> demands sufficient fire protection, in addition to the mandatory automatic fire <br /> suppression sprinklers. The Fire Marshal may make separate requests, but <br /> adding a fire hydrant in the northeast corner of the property and tying it into the <br /> existing system via a loop around the east and north sides of the building would <br /> increase fire protection capabilities in the event of an emergency at the facility. <br /> C:\Documents and Settings\jgundl\Local Settings\Temporary Internet Files\OLK1A7\Mission Foods doe <br />
