RESOLUTION <br /> PLANNING COMMISSION <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING APPROVAL OF A SITE PLAN. <br /> WHEREAS, an application has been made by RJRyan Construction Inc. on behalf of The 614 <br /> Company for consideration of a Site Plan in order to construct a 45,000 SF storage/warehouse <br /> addition, including remodeling of the existing facility and surface parking lot improvements at <br /> 1565 1st Avenue NW, known as the Mission Foods plant. <br /> WHEREAS,the procedural history of the application is as follows: <br /> 1. An application for a Site Plan Review was received on February 26, 2009. <br /> 2. The Site Plan was deemed complete on March 11, 2009. <br /> 3. The Planning Commission reviewed the request on March 17, 2009. <br /> 4. The Planning Commission recommended approval of the Site Plan application. <br /> WHEREAS,the Planning Commission makes the following Findings of Fact with respect to the Site <br /> Plan(LP2009-001): <br /> 1. The property currently contains a 109,350 SF building utilized for warehouse, manufacturing <br /> and office uses. <br /> 2. The property is zoned I-1, Light Industrial. <br /> 3. The property is guided in the Comprehensive Plan for Light Industrial <br /> 4. The existing property area is 8.1 acres. <br /> 5. The Planning Commission recommended approval for a Site Plan in accordance with Zoning <br /> Ordinance Section 8-010, and recommended approval subject to conditions. <br /> 6. The Planning Commission reviewed building setbacks, parking setbacks, required # of <br /> parking stalls, floor area ratios, building height, off-street loading/unloading requirements, <br /> performance standards, and landscaping and found the proposed expansion to fully comply <br /> with all requirements of Section 6-060 and Chapter 11 of the Zoning Code. <br /> 7. Additionally, the Planning Commission finds the performance standards required under <br /> Section 6-390 are met. <br /> NOW THEREFORE BE IT RESOLVED, that based upon the above findings of fact the application for <br /> a Site Plan(LP2009-001) is hereby recommended to the City Council for approval, subject to the <br /> following six conditions: <br /> 1. The building owner enters into a Proof-of-Parking Agreement with the City and submits <br /> evidence of its filing with Ramsey County prior to issuance of a building permit. <br /> 2. All exterior lighting shall be directed downward, and installed so as to prevent direct light <br /> from being detectable at the lot line of the site on which the light source is located per Zoning <br /> Code Section 11-010 (6). <br /> 3. The three dock doors facing the right-of-way of Old Highway 8 are only allowed should the <br /> Planning Commission and City Council approve an amendment to Section 6-390 (11) prior <br /> to the applicant's submittal of a building permit.
