<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />October 12, 1982 <br /> <br />The Director of Public Works reviewed the <br />staff report. <br /> <br />No one else present at the meeting spoke to <br />the issue. <br /> <br />Motion by Schmidt, seconded by Blomquist to <br />receive the staff reports and to take no <br />further action on this item. <br />S ayes - 0 nayes - motion carried <br /> <br />Motion by Harcus, seconded by Schmidt to waive <br />the reading and hold the first reading of <br />an ORDINANCE AMENDING ARTICLE V, CHAPTER S <br />OF THE NEW BRIGHTON CITY CODE. <br /> <br />Motion by Blomquist, seconded by Janecek to <br />separate the motion by considering separately <br />the amendments to Section 5-134 and the <br />amendments to Section 5-138. <br /> <br />Vote on motion to separate. <br />3 ayes - 2 nayes (Harcus, Schmidt) - motion carried <br /> <br />Mr. Larry Karlen, Gambling Manager of the New Brighton <br />Eagles, stated that the ordinance as drafted was <br />acceptable to the City Council and he urged the <br />City Council to hold the first reading. <br /> <br />Councilmember Janecek stated that she could not <br />support the changes as proposed to Section 5-134. <br />Councilmember Janecek stated that she could <br />foresee no problems with existing community <br />organizations but that she was concerned for <br />organizations that may decide to locate in the <br />City that may not be desirable. <br /> <br />Councilmember Schmidt stated that he felt <br />Section 5-132 regarding organizations ~nd <br />the requirement that they be in operation for <br />three years and have a minimum of 30 active <br />members was a sufficient safeguard to the City. <br /> <br />Councilmember Blomquist stated that he felt <br />there were sufficient safeguards built into <br />the existing Section 5-134 and that he had <br />difficulty in supporting changes to this Section. <br /> <br />Councilmember Benke stated that he still had <br />some concerns for the definition of "maintenance" <br />and that he could support capital expenditures <br />for maintenance costs. <br /> <br />-3- <br /> <br />Sewer Back-Up <br />Pillip Perron <br />Report No. 82-247 <br /> <br />Gambling Ordinance <br />Amendments <br />Report No. 82-245 <br />
