I I I City of New Brighton October 12, 1982 The Director of Public Works reviewed the staff report. No one else present at the meeting spoke to the issue. Motion by Schmidt, seconded by Blomquist to receive the staff reports and to take no further action on this item. S ayes - 0 nayes - motion carried Motion by Harcus, seconded by Schmidt to waive the reading and hold the first reading of an ORDINANCE AMENDING ARTICLE V, CHAPTER S OF THE NEW BRIGHTON CITY CODE. Motion by Blomquist, seconded by Janecek to separate the motion by considering separately the amendments to Section 5-134 and the amendments to Section 5-138. Vote on motion to separate. 3 ayes - 2 nayes (Harcus, Schmidt) - motion carried Mr. Larry Karlen, Gambling Manager of the New Brighton Eagles, stated that the ordinance as drafted was acceptable to the City Council and he urged the City Council to hold the first reading. Councilmember Janecek stated that she could not support the changes as proposed to Section 5-134. Councilmember Janecek stated that she could foresee no problems with existing community organizations but that she was concerned for organizations that may decide to locate in the City that may not be desirable. Councilmember Schmidt stated that he felt Section 5-132 regarding organizations ~nd the requirement that they be in operation for three years and have a minimum of 30 active members was a sufficient safeguard to the City. Councilmember Blomquist stated that he felt there were sufficient safeguards built into the existing Section 5-134 and that he had difficulty in supporting changes to this Section.
