PLANNING REPORT <br /> DATE: January 15, 2009 <br /> CASE: PRD2009-001 <br /> SUBJECT: Amendment to the Clifton House Planned Residential Development to <br /> Allow Construction of a Ground Sign at 1200 Long Lake Road <br /> APPLICANT: BKV Group on Behalf of the Clifton House <br /> REQUEST&BACKGROUND <br /> The applicant is requesting consideration of an amendment to the previously approved Planned <br /> Residential Development (PRD) for property located at 1200 Long Lake Road (2.08 acres <br /> subdivided from 1190 Long Lake Road). The amendment would allow construction of an 8' x 4' <br /> (or 32 SF) ground sign at the north end of the Long Lake Road access point. The actual graphic <br /> area of the sign is approximately 18 SF with the sign located 10' from the right of way, 6.5' from <br /> the northern property line, and with a total height of 4'. Lastly, the sign would be lighted be two <br /> ground mounted lights on both sides of the sign with the light on the northern side approximately <br /> 5' off the lot line abutting the nearest residence. <br /> The Clifton House received preliminary PRD approval in February of 2008 and final PRD <br /> approval in June of 2008. The PRD process is a two phase process whereby preliminary <br /> approval establishes conditions under which final approval may be granted. The proposed sign <br /> was never included in either the preliminary or final PRD approval. Once a PRD is approved, no <br /> changes can be made unless reviewed and approved by both the Planning Commission and City <br /> Council. Thus, in order to allow the ground sign an amendment must be considered by both the <br /> Planning Commission and City Council and a public hearing must be held prior to approval. <br /> Lastly, staff considers this request an amendment to be considered under final PRD standards. <br /> This is because the site plan and use approved under the PRD will not change and the intent with <br /> the final PRD standards is to ensure the general concepts, site plan and use are not impacted. <br /> ATTACHMENTS <br /> A -Resolution <br /> B—Project Location Map <br /> C—Zoning Map <br /> D—Ariel Photograph <br /> E—Proposed Site Plan& Sign Elevations <br /> F—Neighborhood Notification Map <br /> FINDINGS <br /> Section 7-090. Being the proposal in minor in that it doesn't impact the approved site <br /> plan or use of the property, staff finds the current request should be considered under the <br /> conditions established for determining final PRD approval.
