MOTION APPROVED. <br /> New Business: <br /> Commissioner O'Brien rejoined the Commission. <br /> Public Hearing: 2008 Update to the New Brighton Comprehensive Plan <br /> City staff is requesting that the Commission review the final draft of the 2008 New <br /> Brighton Comprehensive Plan Update and make a recommendation to the City Council. <br /> The City Council will be considering the final draft at their December 9, 2008 meeting. <br /> Following a Planning Commission recommendation and City Council action on the final <br /> draft, City staff will submit the plan to the Metropolitan Council by December 31, 2008. <br /> The Metropolitan Council has 120 days to review and approve the plan. Following their <br /> approval, the plan will go back to the Planning Commission and City Council for final <br /> adoption sometime around June of 2009. <br /> In May of 2007 the City Council directed staff to undertake a technical update to the <br /> Comprehensive Plan. The purpose of the technical update was to meet the requirements <br /> established by the Metropolitan Council's 2030 Regional Blueprint, as well as an <br /> opportunity to update maps, tables, and text to reflect progress made over the last 10 <br /> years. Since that date City staff has been working on revisions to the plan. <br /> O'Keefe asked if the recommended change to eliminate all language regarding City <br /> facilitated development would prevent the City in helping facilitate development if <br /> something should come forward at a later date. Gundlach replied that the changes should <br /> not prohibit city-facilitated development, but the current goal of the Council is to <br /> encourage private development. Zisla stated that he believes this change has gone from <br /> "one extreme to the other." Schiferl added that the Council has approved the overlay <br /> district, which facilitates redevelopment of an infill area. <br /> Gundlach stated that the previous plan of 1998 had a lot of public input and was very <br /> detailed, and because the Council requested a technical review of the plan, staff tried to <br /> avoid any changes that would alter the vision established in 1998. <br /> Zisla asked for a clarification of the section in the housing portion that was deleted. <br /> Gundlach stated that a sentence stating that the City was "exploring the possibility of <br /> implementing the International Housing code" was eliminated. She added that Council <br /> decided that some additions to the nuisance code could address some of the issues that <br /> needed to be addressed. <br />
