The proximity of the park lands, the transfer trackage. and the
historic value to the ar~a, all blend in creating a focal interest on this site.

The major change in this district would be the moving "fttteasphaltplant. This
would be accomplished through the tax increment ftnanc1ngplan with the relocation
site to be approximately 1.0 acres of the Hi llerpropertyacross the tracks from
the rendering plant. This site has poor subsoil conditions,butmuthof the
aspha ltplant needs are for ground level stockpl1e storage, not necessarily
requiring solid ground conditions. The entrance road would be ale>n9side the
tracks to the West. This move could be accOOIplished during the cold weather
months, thus minimizing any business interruption. .

For the 4 acres of the Miller property adjacent to the asphalt plant. we are
". suggesting a Resource Recovery plant. This plant would effectively incinerate
all of New Brighton Waste and create steam for adjacent industries to utilize
for~processingor heat. .
. .

The front 4 acres would be available for development. pOSsible a new hardware
store, or a proPlinegas sale outlet, whatever is practical.

This then leaves the industrial site of the present Walburn ltd. property.
available for a development as the City desires. This could be one large tract
for a Corporate Headquarters, or sized into five or s'ix smaller light 1ndustrhl
tracts, or even turned into a complete historic site combined with the Minnesota
Transportation Museum plan. maybe a restaurant of the old Stockyard Hotel them~j
and a complete historic town shopping mall to tie the two together. The
possiblities are rnany, with the entire area north of Old Highway 8 being made
available for development.

Although this is very brief , we hope. it is complete enough to stimulate your
interest. Weare more than willing to assist in anyway possible in the creation
of this Development District Ind the ultimate improvement of this area. We
urge you to create this district at this time.

"
)

./

)
/

,/.-.,.,.
I --- I'"
f )',
" i .
\.: _, . / .>/ (---,~'_L,-. .
wAi..Bll~N LTD/SY ~Rf~:n::.ury

.' . ,~ ',.',
