Ross - Chairman <br /> <br />OBJECTIVES: <br /> <br />Recycling - The EQC has studied the issue of solid waste <br />collection and disposal for the past several years. It <br />has been concluded that improvements can be attained in the <br />area of resource recovery, ground water quality protection <br />and land disposal abatement by one or two of the following <br />methods: <br /> <br />1. Installation of a recycling station on City property <br />supervised by City staff and manned by volunteers and <br />paid workers. Based on contacts with other cities <br />proceeds of the sale of recovered materials should <br />pay for the cost of operation. <br /> <br />2. Separation of solid waste at the home with specialized <br />solid waste pick-up service. This method seems to be <br />preferred at this time by the EQC and further evaluation <br />will be pursued at future meetings. The EQC is inviting <br />a representative of Columbia Heights to their June meeting <br />to explain the effectiveness of this program in that <br />city. The Citizen Study Committee will be invited to <br />join us at that time in order to explore development <br />of a joint plan. <br /> <br />The EQC is also monitoring activities of the Minnesota <br />Waste Board and Ramsey County in the areas of solid and <br />hazardous waste. <br /> <br />Long Lake Tar Pits - Oil refinery wastes from an abandoned <br />oil refinery site is located on City park land east of <br />Long Lake. The EQC has been working with City staff in <br />coordination of an appropriate remedial action plan subject <br />to approval with the MPCA and staff of the Minnesota Department <br />of Health. Major concern is the possibility that the waste <br />materials may leak into the ground water and pollute the <br />City water supply. Land spreading is no longer in favor <br />with the MPCA and the State Health Department. Midwest <br />Asphalt is willing to mix the material with their asphalt <br />at a nominal fee. This plan is awaiting final approval by <br />the MPCA pending completion of analytical testing of the <br />waste material <br /> <br />Noise Ordinance - The EQC has discussed the need for a noise <br />ordinance on several occasions and has drafted a proposed <br />ordinance in the past, although it was not adopted. <br />
