I

I

I

The EQC will reconsider this matter at its April meeting
when Mr. Al Perez, former Chief of the MPCA Noise Abatement
Section will review important aspects of a noise ordinance
and will discuss two model ordinances prepared by the
League of Minnesota Cities. Further development of an
ordinance appropriate for the City of New Brighton will
continue at subsequent meetings with the anticipation
that a draft will be available by the end of the next
quarter.

Hazardous Waste Site Selection Advisory Conunittee - The EQC
designated Fritz Werdouschegg as representative to this
Committee with Mike Zagar as an alternate.

A representative of the EQC attended each of the three
meetings held at Roseville to discuss the hazardous waste
facility siting questions and participated in the group
discussions.

The meetings have indicated that Minnesotans are eager
to deal effectively with the hazardous waste issue and
want to be fully informed on it. A summary entitled
"Report on Public Participation in Developing Criteria
for Hazardous Waste Disposal Sites" has been prepared by
the Minnesota Hazardous Waste Management Board.

As a result of input from the general public, the Board has
decided to consider alternatives to land disposal of hazardous
wastes which could include incineration, source reduction,
recycling, etc.

Pole Yards/City Water SupPly - Since the latter part of 1980
the EQC has been monitoring the Minnesota Pollution Control Agency's
handling of the pole yard's pollution problem. It was initially
thought that the City may need to license the pole companies
as a hazardous trade similarly to the rendering plants.
To date the MPCAhas developed an extensive testing program
for the pole companies to be follOwed by clean-up. Although
slow, progress is being made.

Along with monitoring this progress the EQC has studied the
New Brighton bed rock geology and potential threat the pole
companies could pose to the municipal water supply. The
recommendation to test all eight (8) City wells for certain
organic compounds and metals was a spin off of this study.
The wells were tested and the test results thoroughly
reviewed. The water was found to be free of contaminants.

-2-
