City of New Brighton
April 21, 1981

I

for further study and comment and to report back to
the Council addressing the following items:

1) The inclusion of all types of antenna and towers;
2) The consideration of property lines versus habitable
structures;
3) Wind/ice load requirements and other appropriate
UBC Standards; and
4) The legality of enforcing the proposal.

Bob Schultz, 2119 Violet Lane, discussed wind loads
and tower construction and presented to staff a copy
of the ETA Standard RS222.

Peter Sellers, St. Anthony resident, described the
present Bloomington ordinance regarding radio antennas
and towers. lIe was advised the City has a copy of
this ordinance.

Tom Kulas, 221 17th Avenue NW, suggested that if
Section C was "Property Line", then Item "E" would
not be necessary.

Charles Frank, 1241 6th Street NW, questioned whether
a utility pale could be used in lieu of a metal tower.

I

R. J. Kalb, area resident, presented a letter from the
American Radio Relay League, Inc. dated April 16, 1981.
He reviewed the contents.

The Mayor with consent of the Council directed receipt
and filing of said letter. Council directed the letter
be referred to the City Attorney for study and report.

Bill Lindy, area resident, noted that if a tower is
structurally sound, being installed according to specifications
and had proper insnrance that the City should not regulate
the towers and that if the towers did come down because of
a storm, other structures would also be damaged.

Mr. Foster, 1551 1st Street NW questioned the appropriateness
of regulating roof-mounted antennas.

Mr. John Lansky, resident of Columbia Heights, spoke
in opposition to proposed Section 4-600 of the Zoning Code.

I

Frank Lunquist, 1295 Brighton Square, read for the
record the contents of a letter dated April 14, 1981
under the letterhead of the State of Minnesota Department
of Public Safety and presented the letter to the Council.

The Mayor with consent of the Council directed receipt
and filing of the letter.

-2-
