<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />Apri.l 2J, 1981 <br /> <br />Harold Mitchell, 2403 Inca Lane, spoke in oPposition <br />to regulating towers and antennas in general stating <br />that utility poles, trees, and other structures are <br />potentially as hazardous under high-stress wind conditions. <br /> <br />Dave Phillips, 2369 Sioux Court, questioned whether <br />this ordinance would control both ground-mounted and <br />roof-mounted towers and antennas and also whether <br />licensing requirements would be included. <br /> <br />It was suggested from the crowd that electric razors <br />and hair dryers create more interference with televisions <br />and radios than do ham radios. <br /> <br />Doug pasnick, 477 Rolls Road, stated that being an <br />amateur radio operator was a learning experience for <br />him and he felt that the City ordinance regulating <br />towers should he reasonably easy to comply with. <br /> <br />Harold Anderson, 737 Forest Dale Road, former FCC <br />employee, suggested that federal regulations pre-empt <br />a municipality's ability to regulate radio antennas. <br /> <br />Ross McFord, 275 14th Avenue, expressed concern over <br />requiring a special use permit for roof-mounted <br />antennas because the height of many existing houses <br />would preclude using a roof antenna without a permit. <br /> <br />Motion by Senden, seconded by Benke to amend the main <br />motion to include direction of staff to include in the <br />study further information regarding cost associated <br />with processing special use permits in regard to <br />all types of antennas and towers and to re-examine <br />district height requirements. <br />5 ayes - 0 nayes- motion carried <br /> <br />Motion by Benke, seconded by Janecek to amend the <br />main motion to include a direction for staff to <br />examine the ErA Standard, RS222 and FCC regulation 97.45. <br />5 ayes - 0 nayes - motion carried <br /> <br />Vote on main motion. <br />S ayes - 0 nayes - motion carried <br /> <br />Bob Johnston, 29th Avenue tlW, expressed a <br />concern over the definition of family and its <br />affect on single family residential properties. <br />He noted that the proposal would hopefully alleviate <br />some of the past enforcement problems confronting <br />staff. <br /> <br />Mayor Senden with consent of the Council directed the <br />receipt of a letter dated April 12, 1981 from the attorney <br />representing Walburn, Ltd. <br /> <br />-3- <br />
