(i) Violation.!. Any person who shall violate any of the provisions of this Section shall be guilty of a misdemeanor. (It) Interpretation.. The issuing authority is hereby empowered to grant variances in the event it shall, after investigation, find that such variance is not objected to by the adjacent property owners, does not unduly detract from the general plan of the City, and that such variance is reasonably necessary to the owner of the property for the full use and development of the property, and would be in the best interests of the City.
